The step-by-step plan for Hungary

From "we want this" to being settled, in 33 steps. Read phase 1 in full here. Test your departure date along the way. Then you'll know whether you want the rest.

Phase 1 starts below ↓The whole plan: € 199 one-off, no subscription.

A plan that keeps track of what needs to happen now.

Every step sits in its place in the order, with the lead time, the counter and the official source. You and your partner tick off what is done. The plan counts back from your departure date and shows what has to start when and what is running now.

Below is phase 1, exactly as it appears in the plan.

Phase 1 is the question "can we, and do we want to?". From phase 2 the arranging begins.

Phase 1 · Orientation

6 of 6 steps open

Nobody stops you in Hungary, but there is a hard clock: by day 93 at the latest you're registered. On top of that, the tax treaty from 1986 does something few treaties do. Your occupational pension goes to Hungary, and there it's untaxed. Your AOW stays Dutch instead.

By the end of phase 1 you know what has to be arranged by day 93 at the latest, you know which part of your income is taxed where, and the family is behind the decision.

Doing this together?

Invite your partner with a link. You then each tick your own steps, on your own phone or laptop, and see at every step whether the other has already done it. No account needed.

We only store which step numbers you ticked, under a random code. No name, no email. Anyone with the link can see the ticks. After six months without use we delete it.

Step 1.1

Being allowed to stay is not the same as being registered

Lead time:
reading step
Costs:
none

In this step you read which document you need in Hungary, and how much time you get to apply for it.

As a Dutch citizen you need no visa. For the first ninety days you may be in Hungary without conditions. If you stay longer, the registration certificate for EEA nationals is mandatory. That's the proof that you, as a European, live in Hungary and are registered there.

Hungary names a fixed day for it. You lodge the application by the ninety-third day after entry at the latest.

Two things about the costs:

  • The certificate itself costs 1,000 forint and is valid indefinitely.
  • The address card, the card that proves your address in Hungary, goes with it. Since 2025 you pay for it separately and in advance.

Most people don't know that last part. Without proof of payment the immigration office terminates the procedure.

Step 1.2

Know how tax and healthcare work there

Lead time:
an evening of research
Costs:
none

In this step you see which part of your income is taxed where, and how you get healthcare in Hungary. For your occupational pension the news is good: it's taxed nowhere.

The tax. The Netherlands and Hungary have a tax treaty: an agreement on which country may tax which income. It dates from 1986 and has never been amended. It places pensions from past employment exclusively with the state of residence, so with Hungary.

Hungary declares a pension that falls under a tax treaty to be nyugdíj, the Hungarian word for pension. And nyugdíj is tax-free there.

Per type of pension, that looks like this:

  • Your occupational pension falls to Hungary, and there it's exempt as nyugdíj. After the wage tax exemption in the Netherlands, which means your pension fund no longer withholds tax, it is taxed nowhere.
  • Your AOW is the exception, and exactly the other way round from what you'd expect. A pension from a social security system may be taxed by the paying state. So the Netherlands keeps the AOW, and Hungary exempts it.
  • A government pension stays Dutch, unless you're a resident and a national of Hungary.

Healthcare. Hungary is a treaty country: a country with which the Netherlands has agreements on healthcare. If you have a Dutch statutory pension, you go through the CAK: the Dutch body that arranges healthcare for people living abroad on a Dutch pension. This is how it works:

  • Through the CAK you get an S1 form, the European form that takes your right to care with you to Hungary.
  • You register at the health insurance department of the kormányhivatal, the Hungarian government office in your region.
  • You get the TAJ card, your Hungarian health card. With it you receive full care.

Step 1.3

Explore the region, and count the language in

Lead time:
weeks, preferably with an exploratory trip outside summer
Costs:
an exploratory trip is a serious cost item

In this step you choose which part of Hungary suits you. That choice also decides how much Hungarian you'll need.

The regions at a glance:

  • Budapest has the international schools and the English-speaking doctors, but prices are heading towards Western Europe.
  • Around Lake Balaton and in the south-west (Somogy, Baranya, Zala) many Dutch people already live, in village houses that cost a fraction of home.
  • The west, near Sopron and Győr, is an hour from Vienna.
  • The east is empty, cheap and far from everything.

Count the language in. Hungarian is related to no neighbouring language. Outside Budapest and the tourist spots it is the only language at the counter, at the GP and at school.

Go and look in January, not in July. The summers are hot, the winters cold and grey. And in an old village house, heating is a real cost item.

Step 1.4

Map out what it's going to cost

Lead time:
1-2 hours with the calculator
Costs:
none

In this step you see what the move costs, and where the big items are.

The paperwork is cheap:

  • The registration certificate costs 1,000 forint.
  • The address card costs 5,700 forint.
  • Your Dutch driving licence doesn't need exchanging.

The surprises are elsewhere:

  • The car. Hungary charges a registration tax on every car you bring. There's no exemption for relocation goods (the belongings you take with you when you move).
  • A purchased home. If you buy a house, four percent transfer tax is added.

Work it out with your own choices in the cost indication.

Step 1.5

The family conversation

Lead time:
three evenings, and weeks to let it sink in
Costs:
none

In this conversation you decide together whether Hungary fits, and you choose where you'll live. You end up with a few conditions on paper that you both stand behind.

Going alone? Then have this conversation with the people you leave behind. The questions below work for them too.

Take three evenings. One conversation is too short for a decision like this. Agree on three evenings, with a week in between:

  • Evening 1, why. What do we hope to find in Hungary? What are we leaving behind here? Would that really be different there?
  • Evening 2, what we give up. Who and what will we miss? What are we dreading most? What do we do if it disappoints?
  • Evening 3, the conditions. What has to be arranged for each of us to say yes? When do we check together whether it's going well, for example after six and after twelve months? And what would be a reason for us to go back?

Write the conditions down. On the kitchen-table card it all fits on one A4 sheet.

Divide the work. Agree who takes on which part of this plan: the papers, the house and the cancellations, the school, the move. That way not one of you carries everything. Invite your partner into your plan; then you can both see what's done.

Is one of you going without an income of your own? Whoever lives in Hungary and doesn't work in the Netherlands usually no longer builds up AOW. For every year you're not insured, you later get 2 percent less AOW. From the moment you're no longer insured, you have one year to take out voluntary insurance with the SVB. Also discuss whether that partner keeps an account and money of their own, and how you decide together on big expenses.

Married, registered or living together? It can make a difference for your partner's residence permit, for co-insurance in healthcare and for inheritance. Check at your registration and at your healthcare further on in your plan what applies to you.

Are children coming? How you tell them depends on their age:

  • Up to about four: tell them shortly before the move and keep fixed habits, like the bedtime ritual and the cuddly toy in the hand luggage.
  • Primary school: tell them well in advance and let them look along: photos of the school, the neighbourhood and the house. Let them choose something, like their room.
  • Teenagers: involve them in the decision itself. For them, saying goodbye to friends weighs heaviest. Agree how they keep in touch and when they see their friends again.

In Hungary kindergarten is compulsory from the age of three, not optional. The kindergarten of your area must admit your child.

Who learns the language, and when? Discuss the language before you choose the place, because it doesn't affect everyone equally:

  • For adults who work from home, Hungarian is a hobby.
  • For children at a village school, it's the whole day.
  • For the partner without work it's often the hardest: they need the language badly, and have precisely no colleagues to practise with.

That makes the place a choice between convenience and space as well:

  • Whoever goes to Budapest buys convenience and pays for it.
  • Whoever goes to Lake Balaton or the south-west buys space, and a language none of you speaks.

Agree who is going to learn Hungarian, and how. Plan it together, preferably before you leave.

Step 1.6

Choose your target date

Lead time:
decision moment
Costs:
none

With this step you fix the date on which you go. From here everything counts back.

This journey has two clocks you start yourself:

  • By day 93 at the latest you apply for the registration certificate.
  • Within sixty days after the car's arrival you set the origin check in motion. That's the Hungarian check on where an imported car comes from.

Put them both in your diary on the day your date is fixed.

Is your situation slightly different?

A partner who stays in the Netherlands, work that carries on, a house you keep, children who stay at school here: I'm happy to talk those through, even before you have the plan. Email me what's going on for you. I read it myself and reply within two working days.

If you then take the plan, I'll work what we discussed into your personal plan.

Phase 2 · Closing the Netherlands0 of 12 steps open

In this phase you close the Netherlands. One lesson makes this journey different from others: you apply for the wage tax exemption for your occupational pension, not for your AOW. Because your AOW stays Dutch instead.

  3. 2.3Know where you'll pay tax, and apply for the exemption for the right partone good conversation, then an application of weeks

  12. 2.11Student debt, remote work or your own business: what moves with youreport it before you leave; the consequences run for years
Phase 3 · The move0 of 5 steps open

No customs, but the most expensive step of this journey: the registration tax on the car. There is no exemption for relocation goods, and you have sixty days to get started on it.

  1. 3.1Choose your form of move and ask for quotesquotes 2-3 weeks; the drive itself two days
  2. 3.2The car: registration tax, and sixty days to get startedonly if this applies to you
  3. 3.3Pet along: chip, rabies jab and the EU pet passportonly if this applies to you
  4. 3.4Arrange your first accommodation, because the registration asks for an addressbooking can be quick; do it before you leave
  5. 3.5Tell the Dutch tax authority: the M return and the provisional assessmentan evening
Phase 4 · Registration in Hungary0 of 4 steps open

One counter opens everything, but it stops without proof of payment for the address card. Then the S1 goes to the kormányhivatal, and with the TAJ card you're in.

  1. 4.1Apply for the registration certificate, by day 93 at the latestonline or at the counter; the certificate often straight away, the address card by post
  2. 4.2Hand in your S1 at the kormányhivatal and get your TAJ cardone visit, the card by post
  3. 4.3Open an account and arrange your access to the authoritiesdays
  4. 4.4Choose a GP, before you need onedays to weeks
Phase 5 · Arrival0 of 6 steps open

The licence stays, and the house is free to buy. Except when there's land attached: then one hectare applies, and not one metre more.

  1. 5.1The driving licence: nothing to exchangereading step
  2. 5.2Living and buying: free, except agricultural landweeks to months
  3. 5.3After five years: permanent residenceone application, after five years
  4. 5.4School for the childrenonly if this applies to you
  5. 5.6Help your child settle in: the first monthsonly if this applies to you
  6. 5.5Landedthe moment itself

9 of these 27 steps only appear when your answers call for them: a pet, a car, a partner without a job, children staying in the Netherlands.

Every step on one list, free

Not ready to start yet? Then you get the departure checklist for Hungary: every step in order, to print and tick off. With it, five mails in a week and a half about the pitfalls and the real costs. If the rules for Hungary change, you'll hear about it. After that we ask once where your plans stand, send one offer, and now and then one thing that fits your moment. No newsletter, and you can switch it off at any time.

Then we count back to when you need to start at the latest, and you get a nudge at that moment. And one more, a month before you leave.

We use your address, and your departure date if you fill it in, only for the checklist, the guide and the mails after it. You can unsubscribe under every mail.

Three questions

Can't I find all this for free?

Yes. Everything in the plan comes from official sources, and they're listed at every step. You can check that yourself in phase 1 above. What you buy is the work around it: which of the 27 following steps apply to you, in which order, with which deadline, and a nudge when something needs doing.

Does this apply to my situation too?

The plan first asks who is coming along, what is coming along and how you're leaving the Netherlands. It then leaves out what doesn't apply to you, and adds what only fits your situation. Is your situation slightly different from what's written? Ask your question at the step. You'll get an answer within two working days.

What if the rules change after I buy?

Then your plan changes with them. Twice a month we check every source. Whatever changes is in your plan the same week, with the date. Your access lasts for your whole departure.
