Emigrating to Cyprus

Cyprus is five hours' flight, English-speaking and fiscally famous — and that's exactly where the honest story starts. Since 2024 there's a tax treaty with the Netherlands for the first time, with a threshold of € 15,000 that overtakes the 5% scheme for most Dutch people. The registration is called the yellow slip there, the rental contract first has to pass the tax office, and the island is divided — with rules you have to know. This page shows how it really works.

    Orientation

    Limassol, Larnaca or Paphos — and why the north doesn't take part

    Cyprus has the biggest rental spread in the eurozone: Limassol asks three times Paphos. In this phase you choose your city, get to know the chain — with the stamp at the tax office as the first surprise — and get the honest story about the divided island: crossing to the north is simply possible at the checkpoints, but living there, buying there or entering via Ercan is taboo for this route. Plus the conversation about water, heat and the distance.

    Closing the Netherlands

    The € 15,000 threshold that overtakes the 5% scheme

    The familiar list — healthcare, benefits, deregistration — with the treaty lesson that carries this route. Until 2024 there was no treaty; the new article 16 lets the Netherlands tax the whole pension-plus-AOW above € 15,000 total gross, not just the excess. Below the threshold Cyprus is a fiscal gift, above it neutral. The ABP pension stays Dutch regardless. Do the sum before any other decision — it decides whether Cyprus wins on tax or has to win on life itself.

    The move

    Flying for you, the sea for the rest — and a ferry with a season

    A good five hours' flight for the people; the household contents by container via Limassol. The car is a sum apart: within the EU no import duties (only 19% VAT on an almost new car), but the island drives on the left, the passenger ferry from Piraeus only sails from late May to early September, and after customs a registration period of roughly ten days applies. For most households selling in the Netherlands and buying right-hand-drive wins. The pet simply travels on the EU passport.

    Registration on Cyprus

    First the stamp, then the appointment — and the bank that asks everything twice

    The chain in the only order that works: home, stamp at the tax office, MEU1 appointment within four months (€ 20 per person), and then the tax number via Tax For All, the GeSY enrolment with a personal GP as gatekeeper, and the bank — which has been thorough with source-of-wealth questions since the crisis of 2013. Hand everything in complete in one go; on Cyprus that's the difference between days and weeks.

    Arrival

    The annual pension choice, the title deed lesson and the Green Line

    The car through the inspection and on Cypriot plates. The return with its annual choice — 5% or the brackets, every year anew — and the non-dom that keeps dividend and interest free for seventeen years. The buying lesson the island learned the expensive way: only with an existing title deed, your own lawyer and the contract deposited within six months. And the rules of the divided island, the water that comes from desalination and the summer that burns the interior empty.

Cyprus is famous for its optional scheme: foreign pension at a flat rate of 5%. But since 1 January 2024 the first-ever tax treaty between the Netherlands and Cyprus applies, and it has a rock that almost every brochure sails around. Article 16 paragraph 2: if the total gross amount of your pensions, annuities and AOW (the Dutch state pension) in a year exceeds € 15,000, the Netherlands may keep taxing the whole — not just the excess. Cyprus then credits the Dutch tax, and because the Cypriot 5% is lower than the Dutch rate, the Dutch tax simply stands on balance.

Below the threshold only Cyprus taxes — and there the system really is friendly. An ABP pension stays Dutch anyway via article 17, unless you become a Cypriot citizen. Work out the sum before departure: for small pensions Cyprus is a tax gift, for most Dutch pensions it's tax-neutral — and then the island has to win on the other points.

    Ruim vijf uur rechtstreeks vliegen op Larnaca of Paphos. Wie per se met de auto komt, rijdt heel Europa door naar Piraeus en pakt de zomerferry naar Limassol — die vaart alleen van eind mei tot begin september en doet er ruim dertig uur over. Reken voor de meeste huishoudens op vliegtickets plus wat overbagage.

    Reken op een borg van één maand en de eerste maand vooruit. De huurspreiding is nergens in de eurozone zo groot: één slaapkamer kost in Limassol € 1.000 tot € 1.800, in Larnaca € 500 tot € 1.100 en in Paphos € 400 tot € 550. Tel de dubbele lasten van de zoekweken mee, de aansluitingen op je eigen naam, de airco van de eerste zomer en de waterrekening die de ontzilting inprijst.

And if you buy a house?

This calculation assumes renting: the first months include deposit and rent in advance.

If you buy, count on 3 to 7% of the purchase price on top of this amount. On a home of € 250,000 that's € 7.500 to € 17.500.

De overdrachtskosten zijn mild: progressieve transfer fees van 3% tot 8% over schijven van de waarde, volledig vrijgesteld als over de koop btw is betaald (nieuwbouw) en anders gehalveerd; de stempelbelasting op contracten is per 1 januari 2026 afgeschaft. Tel een eigen advocaat (± 1%) en registratie erbij. De echte kostenpost is een risico, geen tarief: koop met een bestaande title deed, laat het kadaster op hypotheken controleren en deponeer het koopcontract binnen zes maanden bij het Land Registry — de geschiedenis van "trapped buyers" is hier geen anekdote.
