A few months a year away is not emigration. But every authority draws the line somewhere else: the municipality at eight months, the AIO at 91 days, Spain at 183 days in the calendar year, Portugal at 183 days in any twelve months. Three authorities, three yardsticks
The municipality counts time: eight months in a year. The SVB looks at your intention and at your tie with the Netherlands, and the health insurer follows the SVB. Your winter country counts days, but each country in its own way.
Whoever is away seven months a year is therefore under the municipality's limit and at the same time in the territory where the SVB starts looking at where you are most. That is where people are surprised: not by one rule, but by the difference between them.
