Emigrating to Estonia

Estonia doesn't assess you and makes you wait for nothing: you register your place of residence, and that one notification is your right of residence. After that almost everything is logging in — this is the country that put its whole government online. This page shows how that system works, what the order is, and where the two real pitfalls are.

The journey

Five phases, from orientation to being settled

The order here is almost all you need to know: home, residence registration, ID card — and with that card the rest of the journey does itself. The clocks that run out are at the address and at the car.

    Orientation

    One registration, and one misunderstanding

    As an EU citizen you need no visa and no permit: after arrival you register your place of residence, and that notification gives you five years of residence rights that renew themselves. In this phase you also get to know the misunderstanding that clings to this destination: e-Residency — the famous Estonian export product — is not a right of residence and you don't need it as an emigrant. And you weigh the honest story: a language related only to Finnish, and a winter that goes dark at half past three.

    Closing the Netherlands

    A health contribution of less than a third of home

    The familiar list — healthcare, AOW, benefits, deregistration, DigiD — with one windfall almost nobody knows: whoever is insured via the CAK on a pension pays the contribution with country-of-residence factor 0.3057. That's less than a third of the Dutch premium. The child benefit makes way for the Estonian variant, and thanks to an EU regulation no document needs an apostille.

    The move

    No customs, but 2,100 kilometres — and the car sum

    Within the EU there's no declaration for removal goods: you simply drive there, in two days or with a night ferry. The real sum is at the car. Since 2025 Estonia levies a one-off registration fee plus an annual motor vehicle tax — for years it was the only EU country without, so almost every older guide gets it wrong. Against that stands the Dutch BPM refund, which still makes the sum positive for many cars. The pet simply travels along on the EU passport.

    Registration in Estonia

    Home, address, card — in that order

    No registration without a home address, so the home is the bottleneck. After that it goes fast: the residence notification within fourteen days is free and gives you the personal code and the right of residence, and within a month you apply for the ID card — the only compulsory counter visit of the whole journey. For healthcare mind the fourteen-day waiting period after registration by your employer, and open the bank only with your card: then it's routine instead of hassle.

    Arrival

    The flat tax, the school, and five working days for the car

    The car has the tightest deadline of the journey: registered within five working days of taking it into use, inspection and registration fee included. The rest is logging in: the tax return is pre-filled and done in minutes, at a flat tax of 22% — the rise to 24% was scrapped at the end of 2025. Your driving licence simply stays valid until its expiry date, and school runs via your registered address. Weigh the school language honestly: education is in transition to fully Estonian-language.

Report your move to your health insurer: the Dutch insurance stops as of the moving date. If you're going to work in Estonia, the public insurance takes over as soon as your employer registers you (phase 4 — mind the waiting period of fourteen days). If you move with a Dutch pension or a benefit, your healthcare runs via the treaty route: the CAK (the Dutch body for healthcare abroad) passes your entitlement to Tervisekassa with an S1 document.

And here's the windfall: the treaty contribution is multiplied by the country-of-residence factor, and for Estonia in 2026 that stands at 0.3057 — the lowest of all destinations on this site. A retired couple therefore pays less than a third of what the same cover costs in the Netherlands, and also keeps the right to the healthcare allowance. Start three months before departure; the CAK application is done within a few weeks.

    Ongeveer 2.100 kilometer over de weg: twee dagen rijden met één overnachting, of korter rijden plus een nachtferry over de Oostzee (Travemünde-Liepāja of via Helsinki). Vliegen gaat via een overstap of met een prijsvechter op Riga, plus de laatste twee uur over de weg.

    Borg van één maand plus vaak makelaarscourtage van één maand bij het tekenen, dubbele woonlasten in de zoekmaanden, en leven tot het eerste Estse salaris. Tallinn huurt fors onder Nederlands stedelijk niveau, maar reken de kommunaalid (verwarming, service) er in de winter nadrukkelijk bij — die vallen vaak buiten de kale huur.

This calculation assumes renting: the first months include deposit and rent in advance.

If you buy, count on 1 to 3% of the purchase price on top of this amount. On a home of € 250,000 that's € 2.500 to € 7.500.

Estland kent geen overdrachtsbelasting en geen zegelrecht op woningen — het goedkoopste land van deze lijst. Wat overblijft is de notaris (300 tot 1.200 euro) en de inschrijving in het kadaster (rond de honderd euro). Betaal je contant en zonder aankoopmakelaar, dan blijft het onder de 1%; met makelaar en hypotheek loopt het op naar 3 tot 5%.
