Sint Eustatius is the Netherlands — and precisely because of that everyone misses the rules: the admission law also applies to Dutch citizens, your healthcare, AOW and allowances do stop, and the safety net you're used to doesn't exist there. And it's an island of 3,300 people: what isn't there, you get via Sint Maarten. This phase corrects the mistake before it costs money.

By the end of phase 1 you know what does and doesn't move with you from the Netherlands, you know the safety-net gap, you know what the scale of the island means, and the family stands behind the decision.

Understand the system: the Netherlands, but not the Netherlands you know

Sint Eustatius — Statia to those who live there — has been a special municipality of the Netherlands since 2010, and still this is a real emigration. The admission law (WTU-BES) explicitly also applies to Dutch citizens born outside the islands: you're "admitted by operation of law", but only with housing and sufficient means — and the IND really does test that. You deregister from the Dutch BRP, your health insurance stops, the currency is the dollar and the taxes are a system of their own. What makes this island different from Bonaire: the government is the Public Entity Sint Eustatius in Oranjestad, the everyday language is English — the law gives you the right to use English with the island government — and the island is 21 square kilometres with one village. Look the safety net in the eye before you decide anything

This is the pitfall of this route, so it comes before everything. On Sint Eustatius there's no unemployment insurance, and the only safety net — the onderstand (social assistance) — requires that you're an "island child" or have lived in the Caribbean Netherlands for five uninterrupted years. So whoever loses their job in year one is entitled to nothing; only from 1 January 2027 does a temporary provision of at most three months arrive, and only for those who become unemployed through no fault of their own. And the pension tells the same honest story: your AOW accrual (the Dutch state pension) stops and the Caribbean AOV starts at zero, with a two percent reduction per missed year. Know where wages stand too: the minimum wage on Sint Eustatius is $ 10.61 an hour (2026), slightly below Bonaire, and the jobs are with the government, healthcare, education and the harbour. Count on a buffer of at least six months' fixed costs, and on a pension gap you deliberately close — or accept.

The paperwork is manageable — the IND declaration costs 171 dollars, the sédula fifteen — but the crossing isn't: nothing flies direct, so you travel via Sint Maarten and change there to Winair or the ferry, and the container goes the same way. Then come the first months on an island with a one-supermarket economy, where rents are in dollars and everything is at import prices. And the car is a sum of its own, with an ownership requirement of twelve months as the hinge — and a different ABB rate than on Bonaire. Work it out with your own choices.

Statia feels like the real Caribbean village — and five things deserve an honest conversation. The scale: over 3,300 inhabitants, one medical centre, one secondary school, and further education means leaving. The accessibility: family is a nine-hour flight to Sint Maarten plus a twenty-minute connection, and the last Winair of the day decides whether you're home the same day. The language: English in the street, at school and at the counter — and Dutch only in the formal documents. The price level: wages below the Dutch level, groceries above it, and inflation rose again in 2026. And the hurricane season from June to November, with Irma (2017) as the story everyone on the island still knows. Also discuss who carries the income in the first months — without a safety net that question weighs heavier than ever.

Here the mistake bites hardest: because Sint Eustatius is "the Netherlands", nobody expects anything to stop — but the health insurance, the AOW accrual and all the allowances do end, and the protective assessment falls under the stricter non-EU regime. Two windfalls stand against that: your AOW goes with you at the full rate, and Sint Eustatius may tax it as your country of residence — at the milder BES rate.

Everything goes via Sint Maarten: you, the container and the dog. Customs wants its papers in advance — the exemption permit for the household contents, the twelve-month sum for the car with the progressive ABB rate of the Windward Islands, and for the pet a vaccination clock of three weeks plus a place with Winair. Whoever plans this in parallel with phase 2 doesn't lose a month.

The chain is strict in order and in pace: home → IND declaration → register within five days with the whole family → sédula → health insurance → bank. All the counters are in Oranjestad, within walking distance of each other, and almost all are closed in the afternoon. Plan nothing through it.

You exist — now the systems run, and almost nothing happens by itself: you have to apply for the child benefit, tax works via a portal of its own, and the car wants clearing within the permit period. After that the island is yours — with one medical centre and Sint Maarten as the second line, one secondary school in English, and electricity that's cheaper than on Bonaire.
