Moving to Sint Eustatius: the admission act, the five days and the $ 15 ID card

Sint Eustatius is a special municipality of the Netherlands, English-speaking and home to just over three thousand people, and yet an admission act applies that also covers Dutch citizens. How the declaration by operation of law works on Statia (by e-mail appointment only), why you must stand at the Census Office within five days of arrival, what the ID card costs and what has changed with the BSN since November 2025.

"But it's just the Netherlands, isn't it?" is an even more stubborn misconception on Sint Eustatius than on Bonaire. The island is a special municipality of the Netherlands, the everyday language is English, and the Admission and Expulsion Act BES expressly applies to Dutch citizens too. Yes, you may live there. What it costs is USD 171 in fees for the declaration by operation of law plus $ 15 for the ID card. And the trap is the clock: within five days of arrival you report in person to the Census Office.

Admitted by operation of law, on three conditions

Article 3, paragraph 5, of the WTU-BES grants adult Dutch citizens admission by operation of law if they have housing, sufficient means of subsistence and a certificate of good conduct covering the last five years; their minor children ride along on that right. Whoever wants to live on the island for more than 180 days per 365, or stay more than 90 days and work, applies to the IND unit Caribbean Netherlands for the declaration of admission by operation of law. It is not a permit but proof of a right you already have, and without that proof Civil Affairs will not register you. The IND aims for a decision within two months and may legally take six.

You do not have to hand in the certificate of good conduct yourself if you lived only in the European Netherlands, Curaçao, Sint Maarten or the Caribbean Netherlands over the past five years: the IND requests that document of its own accord and you sign the antecedents declaration on the form. Whoever lived outside the Kingdom in between submits a certificate from that country, with apostille or legalisation.

How does the application work on Statia?

Unlike Bonaire, Sint Eustatius has no walk-in desk for a new application. You e-mail INDStatia@rijksdienstcn.com, receive a date and time within three weeks, and turn up a quarter of an hour early at Cottageroad in Oranjestad with your passport, the completed form MBES08, proof of housing and proof of income not below the minimum wage. The desk is open Monday to Wednesday from 8 to 12, by appointment only; on Thursday there is only the Dutch nationality desk and on Friday it is closed. You pay the USD 171 fee at the desk by debit card, and no later than the 24th of the month; whoever pays or submits later shifts a month. If the declaration carries an end date, you renew from four months before it.

Why do the five days count?

Because the BES Personal Records Act says so: whoever is expected to stay on the island two-thirds of the time for half a year and holds a valid residence title reports within five days of the start of the stay, in person, to the Executive Council to give written notice of residence and address. On Statia that is the Census Office at Chapel Piece Road 1. The opening hours are uneven: Monday, Tuesday and Thursday from 7.30 to 15.30, Wednesday and Friday only until 12. Bring your passport, the IND declaration and the proof of deregistration from the Dutch BRP; you ask your Dutch municipality for that proof at the moment you deregister, because requesting it afterwards goes through an RNI desk. A Dutch certificate needs no legalisation within the Kingdom.

The Census Office is closed on Wednesday and Friday afternoons. With a deadline of five days after arrival that is no detail: whoever lands on a Wednesday afternoon has until Monday. Plan the notice for the morning after arrival and keep the proof of deregistration on paper at hand.

ID card and BSN: what you get afterwards

After registration you apply for the ID card at the same desk. The Identification Obligation Act BES requires everyone from the age of twelve to carry a valid identity document, and the card is only issued to people registered on Sint Eustatius. It costs $ 15 for adults and $ 9 for twelve- to eighteen-year-olds, is valid for five years and requires only a valid passport for the first application. With it you go to the health insurance, the bank and the utility companies. Since 11 November 2025, moreover, everyone who registers on the islands automatically receives a citizen service number, with which you can apply for DigiD.

What makes Statia different from Bonaire?

The scale and the language. The island has some 3,200 residents on 21 square kilometres; English is the everyday language and the language of government. You reach it via St Maarten, on a twenty-minute flight. The IND office is small and works by appointment only; in January 2025 appointments stood still for weeks because one employee fell ill.
