Working in Andorra is only possible with a permit for residence and work (residència i treball) from the Servei d'Immigració, the immigration service. As a tourist you may not look for work or work. You only get the permit with a permanent contract, and only if there is still room in the quota, the number of permits Andorra issues each year. Once you have it, you pay contributions to the CASS, the Andorran social security for health care and pensions, and income tax of 10 percent.

What do you need?

  • A permanent contract with a company established in Andorra.
  • A state diploma for your occupation, or 365 insured working days in that occupation, with an employer's statement and your official employment history. If you have neither, the Servei d'Ocupació, the Andorran employment service, assesses your file within five working days.
  • A wage that is at least the immigration wage for your occupation. That table is called the Classificació salarial d'immigració. The minimum wage has been €1,568.66 a month since 1 July 2026.
  • A police certificate no more than three months old, with an apostille, plus a CV with diplomas, a passport photo and proof of your home.
  • A training plan for Catalan, as a sworn statement.

You may not own more than 5 percent of your employer's capital. In the first year you may not change sector and may not work as a self-employed person. You submit the application in person at Immigració, or through an authorised person. Since 2026 an employer can also recruit you from abroad with a temporary permit for "contractació en origen"; ask your employer whether he knows that route.

How does the quota work?

The quota of 7 October 2026 counts 900 places: 702 for people who come to live and work in Andorra, and 198 for cross-border workers. Per company it is at most 10 percent of the workforce registered with the CASS, expandable by 30 percent. Applicants from Spain, France and Portugal go first, then EU citizens, and applications are handled in order of arrival. The quota is renewed about every six months; the previous one, from April 2026, had the same number.

What Rule or amount
Fee for the first permit €190.96, plus €5.73 for the receipt
Duration 1 year, then 3 times 2 years, after 7 years 10 years at a time
Renewal €22.61, apply at most 60 days before the end
Catalan A1 at the first renewal, A2 at the second
CASS contribution employee 6.5% of the wage; the employer pays 15.5%
Income tax 10%, with €24,000 tax-free and half between €24,000 and €40,000

After you submit, there is a medical examination on the next working day, and the day after that you have your permit. Then you register with the comú, the municipality, within three months.

At the first renewal, after one year, you show the Catalan A1 diploma of the Govern. At the second renewal that is A2. Without the diploma the renewal is refused. So start in the Netherlands already. See learning Catalan for Andorra.

What do you pay to the CASS?

Your employer withholds 6.5 percent of your wage: 3 percent for the general branch (health care) and 3.5 percent for your pension. He pays 15.5 percent on top himself. That insures you for health care: through your regular GP the CASS reimburses 75 percent of a consultation and 90 percent of a hospital stay. Your partner without work and your children up to 24 are co-insured. See health care in Andorra.

Which tax do you pay?

Andorra levies the IRPF, the income tax, at 10 percent. The first €24,000 are tax-free, and between €24,000 and €40,000 you pay half. On a wage of €36,000 a year you therefore pay €600, on €50,000 you pay €1,800. In the shops you also pay the IGI, the Andorran VAT, of 4.5 percent. The Netherlands continues to tax your Dutch AOW or pension; see AOW, pension and tax in Andorra.

Can your partner and children come?

After three months of legal residence in Andorra you apply for family reunification. You show an income of 100 percent of the minimum wage, plus 100 percent per adult and 70 percent per child in the household. The fee is €22.61. Your partner may work as soon as he presents an employment contract. An unmarried partner only counts with an Andorran certificate of unió estable de parella. See the residence routes to Andorra.

What if your job ends?

Your permit is tied to your work. At every renewal you submit the payslips for the whole period and your points statement from the CASS. If you lose your job, ask Immigració immediately what that means for your permit; we did not find a fixed deadline. You do not receive Dutch unemployment benefit (WW) in Andorra: whoever lives outside the Netherlands is not entitled to it.

Do you work remotely?

If you work for an employer or clients outside Andorra, that does not fall under this route. For that there is the permit for nomads, with a prior decision from the Ministry of Economy and 100 places. See the residence routes.
