Your pet to Andorra: the EU passport is enough, no blood test, and into the RAC within two months

Your dog, cat or ferret travels from the Netherlands into Andorra with a microchip, a valid rabies vaccination and the EU pet passport. A titre test is not needed, not even for the return journey, because Andorra is on the EU list of countries with equivalent rules. After arrival you register the animal free of charge in the Andorran RAC register within two months. For dogs a dog tax per parish follows, and for dangerous breeds an insurance and muzzle obligation.

Yes, your dog, cat or ferret may come to Andorra, and from the Netherlands it is simple. Three things are enough: a microchip, a valid rabies vaccination and the EU pet passport. Andorra is not an EU member, but applies the same rules to pets as the EU, and the EU recognises that: Andorra is on the list of countries with equivalent conditions. A titre test, the blood test for rabies antibodies, is therefore not needed, not even if you come back later. What is new: within two months of arrival you register your animal in the Andorran register, and for dogs you then pay an annual tax to your parish.

What do you arrange before the journey?

The Andorran rules are in the Regulation on the identification and movement of pets of 20 February 2019. For movement with the EU, the regulation applies the same conditions as EU Regulation 576/2013. For a dog, cat or ferret from the Netherlands the following applies (article 21):

Rule What it involves Deadline or number
Microchip a readable microchip, implanted before the rabies vaccination before the shot
Rabies vaccination valid under annex III of the regulation; the vet notes the date on which protection starts never less than 21 days after the first shot
Passport the EU pet passport, with chip number and vaccinations on the journey
Puppies and kittens under 12 weeks without a shot, or 12 to 16 weeks with a shot not yet valid, only with a declaration or with the vaccinated mother up to 16 weeks
Number of animals at most five per traveller, except for competitions and shows five
Titre test not required
Registration in the RAC within two months of entry, free of charge two months

The rabies shot is compulsory for all dogs in Andorra. For cats and ferrets it is voluntary within Andorra, but compulsory as soon as the animal crosses the border (article 16). A booster counts as long as the previous one was still valid; if the vaccination has expired, the 21-day waiting period starts again. So plan the appointment with your vet at least a month before you leave, and have the passport checked.

Andorra has no airport. Your animal comes in by road, via Spain or France. That saves a flight and a transport crate, but the check takes place at the border, by Andorran customs. Keep the passport at hand.

What do you arrange after arrival?

An animal that was already validly chipped outside Andorra must be registered within two months of entry in the RAC, the Registre d'Animals de Companyia (article 11). You do that through the e-tramits desk, with form Q1T005 and a copy of the passport. Registration is free of charge, and the government has two months to process it. You also report a transfer of ownership or the death of your animal within two months.

After that your comú, the parish where you live, still has a role. Andorra la Vella levies a dog tax (taxa sobre la propietat de gossos) of €27.81 per dog per year, for residents with a dog older than six months that is in the RAC. The first dog of someone aged 65 or over is exempt, as are assistance dogs and dogs from the shelter. That amount comes from the 2025 tax ordinance of Andorra la Vella; the other six parishes have their own rates. Ask your comú when you register. How that registration works is explained in registration and numbers in Andorra.

Do you have a dog of a dangerous breed?

Then extra requirements apply, from Decret 285/2021. The government's leaflet lists them:

  • An owner aged 18 or over, with compulsory liability insurance.
  • Identification: chip, genotyping, passport and rabies vaccination, plus registration in the RAC.
  • A compulsory course and an identification card from the Departament d'Agricultura i Ramaderia.
  • In the street: a lead of at most 1.5 metres and a muzzle, and only one such dog per person.
  • Castration or sterilisation before the first year of life; breeding is prohibited.

Which breeds fall under the decree is stated in the decree itself. The leaflet also calls any dog with aggressive behaviour "dangerous". If you have a dog of a breed that counts as high-risk in the Netherlands, read the decree before you leave, or ask the ministry for a definitive answer.

How do you come back to the Netherlands later?

Andorra is in annex I of the European list of countries and territories with equivalent rules, together with Switzerland, Iceland and Monaco among others. According to the European Commission, dogs, cats and ferrets from those countries need no titre test on entering the EU, and their passports are accepted. So you travel back to the Netherlands with the same passport, a valid rabies shot and the chip. If your vet in Andorra keeps the vaccinations up to date in the EU passport, there is nothing extra to arrange for the return journey. Andorra also issues its own passports, with the country code AD; those are valid in the EU too.

What else can come along in the move is explained in household goods to Andorra: under the customs law your pet simply counts as a personal good. How a return goes further is explained in moving back to the Netherlands.
