Banking and paying in Andorra: the euro, an account with an Andorran bank and the 10,000 euro cash limit

Andorra uses the euro and is in SEPA, so your Dutch account simply works there. For registration with the comú and for the CASS you do need an Andorran account. MoraBanc opens one even for whoever does not yet live in Andorra, through a web form; what exactly the banks ask, you hear from the bank itself. If you bring 10,000 euros or more in cash, you declare it to the Andorran customs and when leaving the EU.

Andorra is not an EU country, but it uses the euro: a monetary agreement with the EU from 2011 arranges that, and Andorra even mints its own euro coins. Andorra is also in SEPA, the European payments area, so transfers to and from your Dutch account work as they do within the Netherlands, and the CASS collects contributions with an ordinary SEPA mandate. Still, you need an Andorran account: the comú, the municipality, asks for an IBAN card or bank certificate when you register, and taxes and contributions run through it.

What applies to money in Andorra?

What Rule
Currency euro, no conversion
Transfers SEPA, as within the Netherlands
Cash across the border, Andorra declare €10,000 or more to the Cos de Duana, the customs
Cash when leaving the EU declare €10,000 or more to Dutch, Spanish or French customs
Account for the comú IBAN card or bank certificate from an Andorran bank
VAT in the shops IGI, 4.5%
AOW in euros, without conversion, into the account you give the SVB

Which banks are there?

Andorra has three large banks: MoraBanc, Andbank and Creand (the former Crèdit Andorrà). MoraBanc has a web form for whoever does not yet live in Andorra: you fill in your country of residence, upload both sides of your identity document and say which transactions you want to make, after which the bank gets in touch. Whether you have to come in for that, the page does not say. For Andbank and Creand we found no official list of requirements.

What does a bank ask?

You hear that from the bank itself. Count on what Andorran banks usually ask according to guides: your passport, proof of your address, proof of where your assets come from, a reference from your Dutch bank and a personal interview. Andorra has strict rules against money laundering, and a bank may refuse an account. So start in good time, preferably before you leave, and bring your residence permit or the reserva from Immigració as soon as you have it.

Without an Andorran account you cannot register with the comú, and that registration must happen within three months, with passive residence and as a nomad within one month. So open the account in the first week, or earlier through the web form. See registration and numbers in Andorra.

How much cash do you bring?

Whoever enters or leaves Andorra with €10,000 or more in cash declares it to the Cos de Duana, the Andorran customs. That is laid down in Llei 26/2022, which adopted the EU rules; the form is among the Govern's customs forms. It also applies to money you send separately. On the Spanish and French side the same limit of €10,000 or more applies when leaving the EU, also for bearer cheques and gold.

Take little cash and transfer large amounts. That is safer, and you have proof of where the money comes from, which the bank asks for anyway.

How do you pay contributions and taxes?

As an employee, your employer withholds your CASS contribution of 6.5 percent. As a self-employed person you pay the contribution yourself, by SEPA mandate. You pay the municipal taxes for the current year straight away when you register with the comú. For income tax you need the NRT, your Andorran tax number. In the shops the IGI of 4.5 percent is included in the price.

What happens to your AOW and pension?

Your AOW goes with you, but a single person gets about 30 percent less in Andorra, because there is no social security agreement. The Netherlands continues to tax your AOW and pension; Andorra credits that tax. You can have your AOW paid into your Dutch or your Andorran account, both in euros. See AOW, pension and tax in Andorra.

What do you do with your Dutch account?

Keep it. You pay your Dutch tax with it, and in the first weeks you simply use your card with it in Andorra. Ask your bank in advance whether it keeps a customer in Andorra: some banks close accounts of customers outside the EU. See keeping your bank account and DigiD. Mind your phone: Andorra is not covered by the EU rules for free roaming; ask your provider what calling and internet cost there.
