The residence routes to Andorra: work, your own business, your partner, passive residence or remote work
Andorra is not an EU country. As a tourist you may stay at most 90 days in any 365 days, without working. Living there is only possible with a residence permit from the Servei d'Immigració, which issues a fixed number of permits each year. There are five routes: employment, your own business, your partner, passive residence and remote work. There is no retirement route: since February 2026 passive residence requires an investment of one million euros.

Andorra is not a member of the EU. With a Dutch passport or a Dutch ID card you do not need a visa, but as a tourist you may stay at most 90 days, counted within the 365 days after you enter (article 16 of the immigration law). You may not work. If you want to stay, you need a residence permit from the Servei d'Immigració, Andorra's immigration service. It issues a fixed number of permits each year: the quotas. There are five routes: employment, your own business, your partner, passive residence and remote work.
There is no retirement route. Whoever does not work can only use passive residence, and since 13 February 2026 that requires an investment of one million euros in Andorra, plus 50,000 euros that you do not get back. With an AOW and an ordinary pension you will not reach that. Know that before you read on.
The EU and Andorra signed an association agreement on 19 October 2026. It is not yet in force. Until then the Andorran rules below apply in full.
Which route suits you?
| Route | For whom | Working in Andorra | Fees | Places in 2026 |
|---|---|---|---|---|
| Work | anyone with a permanent contract at an Andorran company | yes, for that employer | €190.96 | 900 |
| Own business | anyone who sets up an Andorran company and deposits €50,000 | yes, in your own company | €190.96 | 200 |
| Partner | anyone who comes to live with a partner who holds a residence permit | yes, with an employment contract | €22.61 | tied to your partner's permit |
| Passive residence | anyone who invests €1,000,000 and does not work | no | €3,000, plus €1,000 per family member | 163 |
| Remote work | anyone who works for clients or an employer outside Andorra | remotely only | ask | 100 |
For every route, applicants from Spain, France and Portugal go first, then EU citizens such as the Dutch, and then everyone else. Applications are handled in order of arrival. The quota for employees is renewed about every six months.
What applies as a tourist?
You may be in Andorra for 90 days within the 365 days after you enter. Staying longer is only possible with a permit, and looking for work or working is not allowed. The Dutch travel advice is green. If you have a partner without an EU passport, the Schengen rule of 90 days in 180 days in Spain or France also counts for that partner: whoever exceeds it no longer gets a permit in Andorra.
How does the work route work?
You need a permanent contract with a company in Andorra, and a state diploma for your occupation or 365 insured working days in that occupation. The permit is first valid for one year, then three times two years, and after that ten years. At the first renewal you show Catalan at level A1, at the second A2. All of it is in working in Andorra.
And with your own business?
You first reserve a place with Immigració. Then, within six months, you obtain approval for your foreign investment, set up an Andorran company in which you hold more than 34 percent and of which you are a director, and deposit €50,000 with the AFA, the Andorran financial supervisor. Since February 2026 you no longer get that amount back. At every renewal you show that you spent at least 183 days a year in Andorra. See your own business in Andorra.
Are you coming to live with your partner?
If your partner has a permit to live and work in Andorra, you can apply for family reunification after three months. Until 2025 that was a year. Your partner shows an income of 100 percent of the Andorran minimum wage (€1,568.66 a month since 1 July 2026), plus 100 percent per adult and 70 percent per child in the household. The fee is €22.61. You may work as soon as you present an employment contract.
A marriage counts. An unmarried couple only counts with an Andorran certificate of unió estable de parella, a registered partnership from the Andorran register. A Dutch registered partnership therefore has to be registered in Andorra first; ask Immigració how. If your partner lives there on passive residence or as a nomad, you come along as a dependant: your partner's income must then be 100 percent higher, and with passive residence he deposits an extra €12,000.
Can you live in Andorra without working?
Yes, with the residència sense activitat lucrativa, passive residence. Since 13 February 2026 the requirements are:
- an investment of at least €1,000,000 in Andorran assets: property (more than €800,000 per home), shares in Andorran companies, Andorran government debt, a life insurance policy with an Andorran insurer or an interest-free deposit with the AFA; €400,000 in the Fons d'Habitatge, the housing fund, is also allowed;
- a deposit of €50,000 for yourself and €12,000 per family member, which you do not get back;
- an annual income of more than 300 percent of the minimum wage, about €56,500, plus 100 percent per family member;
- a private policy that covers all medical costs in Andorra, for people over 60 only medical costs;
- living in Andorra at least 90 days a year, in a home you own or rent.
The fees are €3,000, plus €1,000 per family member. The permit is valid for two years, then two, then three, and after seven years ten years. In 2026 there are 163 places. Whoever worked in Andorra on a work permit and retires there does not need this route: that person simply remains a resident.
Do you work remotely?
For work that does not require a fixed location there is the route for nomads. You need a favourable decision from the Ministry of Economy in advance, a home, health and disability insurance and "sufficient means". What amount that is, is not on the website and not in the decrees: ask. You live in Andorra at least 90 days a year. The permit is valid for two years, then two, then three, then ten. The quota from 2023 is 100 places; whether there is still room cannot be seen. A heavier variant is the permit for professionals with international projection, with ten places in 2026.
What applies after your application?
For every route you submit a police certificate no more than three months old, with an apostille. Immigració may ask for a translation into Catalan by a sworn translator. After you submit, there is a medical examination, and the day after that your permit. Then you register with the comú, the municipality: within three months, with passive residence and as a nomad within one month. See registration and numbers in Andorra.
Becoming Andorran takes a long time: twenty years of residence, Catalan at B1, and you give up your Dutch nationality.

Learning Catalan for Andorra: A1 at your first renewal, A2 at the second, and who is still exempt until 2029
Catalan is the only official language of Andorra. Whoever lives there on a work permit shows the Govern's Catalan A1 diploma at the first renewal, and A2 at the second. Without that diploma the renewal is refused. For the self-employed, passive residents and nomads there is no requirement yet, but the Govern must set one before 30 May 2029. Whoever wants to become Andorran needs B1.
