Renting in Andorra: a lease of at least five years, a deposit of at most two months, and what else your lease arranges

A lease for a home in Andorra runs for at least five years by law. The deposit is at most two months' rent, and the rent may rise by no more than inflation each year. Your lease is also your proof of housing for the residence permit and for registration with the comú. Older leases fall under compulsory extensions until 2027; those are phased out between 2027 and 2030.

As a Dutch national you can simply rent a home in Andorra. You need no permit for it, and the tenancy law protects you better than you might expect: a lease for a home runs for at least five years, the deposit is at most two months' rent, and the rent may rise by no more than inflation each year. You also need your lease before you can apply for your residence permit. For almost everyone, renting is therefore the first step, including for those who want to buy later.

What does the tenancy law say?

The tenancy law is Llei 15/2022, the consolidated text of the act on leases of urban property (arrendaments de finques urbanes). For a home that becomes your main residence, the rules are:

Subject What applies Article
Duration at least five years, counted from signing or from the handover 42
Repossession by the landlord only if the lease says so, after at least two years, for own use or for family in the first or second degree, with three months' notice 42
Deposit at most two months' rent; a bank guarantee is also allowed 14
Return of the deposit when you hand in the keys; you can claim it up to three years after the lease ends 14
Rent freely agreed 45
Indexation at most once per contract year, and by no more than the consumer price index (IPC) of the previous calendar year; any other system is void 45

The IPC is the Andorran consumer price index, in other words inflation. In September 2026 it stood at 4.5 percent year on year. A rent of €1,500 may then rise by at most €67.50 after a year. If your lease contains a different increase percentage, that clause is invalid under the law.

If you want to leave early yourself, the explanatory notes to the law say you give one month's notice and pay the landlord one month's rent for each year the lease would still have run. Read that part of your lease carefully, and discuss it beforehand.

Why do you need the lease before your permit?

In Andorra the home comes before the permit. The Servei d'Immigració, the immigration service, asks for proof of housing with every application: a lease or a title deed, or the owner's consent if you are not the tenant yourself. If you come on passive residence or as a remote worker, the home must also meet the legal habitability requirements. How the routes work is explained in residence routes in Andorra.

After that you use the lease once more, at the comú: the parish, the Andorran equivalent of the municipality. There you register within three months in the cens de població, the population register. Andorra la Vella asks for your lease at that registration, signed by the owner; otherwise a power of attorney or a declaration from the landlord. More on that in registration and numbers in Andorra.

As a tourist you may spend at most 90 days per 365 days in Andorra. In that time you find a home, sign a lease and submit your application. Signing a five-year lease before you know whether you fit within the quota is a risk. Agree with the landlord what happens if the permit is refused, and put it in the lease.

What do the compulsory extensions mean for you?

Andorra has a tight housing market. The legislator has therefore protected older leases. Llei 24/2023 automatically extends leases from 2021 or earlier when they expire, until 2027. The increase in the first year of extension depends on the rent per square metre: below €6 per m² at most 4 percent plus the IPC, less above that, and nothing at €8 or more per m². A landlord can only avoid that extension with a new lease of at least five years and at most 10 percent higher rent.

According to the government, those rules are phased out step by step between 2027 and 2030, by the year in which the lease was signed. The law that arranges this, Llei 11/2026, takes effect on 1 January 2027. So ask the landlord of an existing home when his lease started and which regime the home falls under.

Two exceptions affect Dutch nationals directly:

  • Passive residents fall outside it. Anyone living on passive residence (residència sense activitat lucrativa) has no right to the compulsory extension.
  • Expensive homes fall outside it. Under the new law the phase-out regime does not apply to a rent of €2,500 per month or more, nor to a single-family house.

A new lease that you sign in 2026 or 2027 simply falls under the ordinary rules of five years, two months' deposit and indexation by the IPC.

What does living in Andorra cost?

How high the rent is appears in no official source. What you do know is that the minimum wage has been €1,568.66 per month since 1 July 2026, and that the income requirement for family reunification is based on it: 100 percent of the minimum wage for yourself, another 100 percent per adult and 70 percent per child. A landlord will look at comparable incomes. So compare a few homes before you sign, and factor in the parish: Andorra la Vella and Escaldes-Engordany are central, the higher parishes are quieter and snow-covered in winter. Which parish suits you is something you discuss in the plan.

You pay the rent from an Andorran account, and the comú collects the municipal taxes for the current year when you register. How you open that account is explained in banking and payments in Andorra. If you want to buy after a few years, read buying a home in Andorra: as a foreigner you need a permit for that, and for the first three years you pay an extra tax of 6 percent.
