What does emigrating to Andorra cost?
Answer a few short questions and you have an honest range for your situation. For every item it says whether it's a checked rate or an estimate. The fees are small: 190.96 euros for a work permit, 22.61 euros for family reunification. The money sits in what the route asks: a 50,000-euro deposit for a business of your own, and for passive residence a million euros in investment plus 50,000 euros you don't get back. On top of that the rental deposit of at most two months, healthcare (the CASS through your wages, or a policy of your own), and your car, which has to be on Andorran plates within six months. One thing we state honestly. How much in means the permit for remote work requires isn't in the law we read.

A rough indication for your situation
A few short questions, and you get a range instead of an amount. That's deliberate: an exact figure would suggest a precision nobody has.

Aanvraag en papieren
- Your residence permit from the Servei d'Immigració€ 25 – € 3.100
- VOG, certificates, apostilles and passport photos(estimate)€ 100 – € 400
The amount depends on your route and the number of documents. Every route asks for a criminal record certificate from every country where you lived, no older than three months, with an apostille: in the Netherlands the VOG, plus the apostille at the court, per document. On top of that come proof of your marital status (single can be done with your own sworn statement), for family reunification the marriage and birth certificates younger than three months, and passport photos of 35 by 45 millimetres, younger than six months. For the work route your diplomas and proof of 365 days worked come on top. The apostille is needed: Andorra has been party to the Apostille Convention since 1996. The translation is listed separately below.
- A sworn translation into Catalan(estimate)€ 100 – € 500
The Servei d'Immigració may ask for a translation by a sworn or recognised translator of every document that isn't in Catalan, French or Spanish (Decret 447/2025, article 14). Whether an English or multilingual certificate is accepted without translation isn't confirmed: ask the desk in advance. A sworn Dutch-Catalan translation is scarce and costs more per page than a translation into Spanish; count on a few tens of euros per page, with a minimum per order. A VOG, a certificate and a diploma together quickly add up to four to eight pages. A family with certificates for everyone sits at the top.
De verhuizing
- The journey to Andorra(estimate)€ 100 – € 400
Andorra has no airport. You come by road, through France or Spain: from the Netherlands that's about 1,300 kilometres, with tolls in France and one or two overnight stays. Or you fly to Barcelona or Toulouse and take the bus or a hire car; the small airport at La Seu d'Urgell has only a few scheduled flights. The amount is per person for one single journey; whoever drives their own car shares the fuel and the tolls and sits at the bottom.
De eerste maanden
- Healthcare, first year(estimate)€ 1.500 – € 7.000
Andorra isn't on the CAK's list of treaty countries: your Dutch healthcare doesn't continue. If you're employed, you're insured with the CASS, the Andorran social security, and your employer withholds 6.5 percent from your pay (he pays 15.5 percent himself). With your own business you pay 22 percent on a base you choose yourself: in the first year that may be 25 percent of the average wage, 146.99 euros a month; the full base costs 587.95 euros a month. Your partner and children usually fall under your CASS as dependants. Whoever has passive residence or the nomad route doesn't pay into the CASS and must have a private policy covering 100 percent of healthcare costs in Andorra (over 60 only medical costs). The bottom is an employee, the top a couple over 60 with a private policy. Through your regular GP the CASS reimburses 75 percent of a consultation and 90 percent of a hospital stay; the rest you insure on top or pay yourself.
- The first months(estimate)€ 4.000 – € 12.000
This item consists of the deposit, the first month's rent, furnishing what didn't come along, and the months in which you still have double costs. A rental contract for a home in Andorra lasts at least five years, the deposit is at most two months' rent and the rent may rise by at most inflation per year (Llei 15/2022). We didn't find an official comparison of rents; the housing market is tight and the government compulsorily extends running contracts until 2027. When registering with your comú you immediately pay the municipal taxes for the current year. A family with three bedrooms sits at the top.
- Bank, phone, passport photos, tax adviser and the first desks(estimate)€ 150 – € 700
Small money, but it all comes at once in the first weeks. It's about an Andorran bank account (the banks ask for a passport, proof of address, proof of the origin of your money and usually an interview), a mobile contract with Andorra Telecom (from 6 to 18 euros a month; ask your Dutch provider whether your bundle works in Andorra, because it isn't an EU country), the passport photos and copies for every desk, and a conversation with a tax adviser who knows the treaty with the Netherlands. If you bring 10,000 euros or more in cash, you declare it to Andorran customs, and when leaving the EU also on the French or Spanish side.
- Exchanging your driving licence, without an exam€ 0 – € 70
Deliberately no amount here
The 50,000-euro deposit with the AFA, for whoever starts their own business
There's deliberately no amount in the band here, because this item only applies to the route with your own business (residència i treball per compte propi). Whoever chooses that route pays 50,000 euros to the AFA, the Andorran financial supervisor, on applying. Since 13 February 2026 that payment is final: you don't get it back when you leave, only if the first permit is refused (Llei 2/2026, article 38 ter of the immigration law). An exemption only exists for a recognised entrepreneur programme or a business with high technological added value, after a decision by the Ministry of Economy. On top come the costs of the company itself: the investment approval, the notary and the capital. Count those separately.
The deposit of 50,000 euros plus 12,000 euros per family member, for passive residence
This item isn't in the band either, because it only applies to passive residence (residència sense activitat lucrativa). On applying you pay 50,000 euros to the AFA, plus 12,000 euros per dependant. Since 13 February 2026 that's no longer a deposit but a final contribution: you don't get it back (Llei 2/2026, article 96 of the immigration law). On top comes the investment of at least a million euros in Andorran assets, within six months of the permit: property of more than 800,000 euros per unit, shares, government debt, a life insurance policy or an interest-free deposit with the AFA. That investment isn't a cost, but your money is tied up for as long as you hold the permit. Whoever can't spare it won't make this route.
And if you buy a house?
This calculation assumes renting: the first months include deposit and rent in advance.
If you buy, count on 6 to 14% of the purchase price on top of this amount. On a home of € 250,000 that's € 15.000 to € 35.000.
As a foreigner you pay two taxes. First the tax on foreign property investment: since 13 February 2026 6 percent of the real value for your first home or plot (with at most three parking spaces and three storage rooms) and 10 percent for everything above that (Llei 2/2026, which amends Llei 3/2024). That tax applies to whoever doesn't live in Andorra, and to whoever hasn't lived there for three years yet. Then the transfer tax (ITP): 1 percent for the state plus what your comú levies, between 0.5 and 3 percent, so at most 4 percent together. The band runs from only the ITP (for whoever has lived there for three years) to a second home as a foreigner. The notary and the registry come on top; we didn't look those up. Whoever rents the home out as a main residence for ten years gets a 90 percent reduction on the investment tax.
Note: buying isn't simply allowed here
Whoever doesn't live in Andorra, or hasn't lived there for three of the last ten years, is a foreign investor. Buying is then only allowed with prior permission from the Govern, and at most one building plot for one single-family home, or one single-family home, or two flats or studios, or six parking spaces (Llei 5/2025, article 9). The Govern decides within two months, extendable by one; no answer is a refusal. Whoever applies for passive residence and puts their million into property must pay more than 800,000 euros per home. Renting is always possible, with a contract of at least five years.
An order of magnitude based on averages, not a quote. The real amounts depend on your occupation, your route, the season and dozens of choices you still have to make.
