Registration in Andorra: the examination, your residence card, registration with the comú, the NRT, and no Dutch embassy

After you submit your application there is the medical examination of Immigració, and the day after that your residence permit. Then you register with the comú, the municipality: within three months, with passive residence or as a nomad within one month. For tax you need the NRT, the Andorran tax number. There is no Dutch embassy or consul: the embassy in Paris is responsible, and you get a passport in Paris, Madrid or Barcelona.

In Andorra your registration takes two steps. First you get your residence permit from the Servei d'Immigració, the immigration service, after a medical examination. Then you register with the comú, the municipality of one of the seven parishes. That registration, the cens de població, is compulsory and proves that you really live there. For your tax you need the NRT, the Andorran tax number. There is no Dutch embassy or consul in Andorra.

How does the medical examination work?

After you submit your file you get an appointment with the Servei Mèdic d'Immigració on the next working day. You do not need to come fasting. The examination is about public health: quarantine diseases and infectious diseases. If you do not turn up, you are declared "not fit". The cost is included in the fees. If your file is complete, you get your permit the day after the examination. For children under 16 you bring the vaccination booklet and a medical statement.

How do you register with the comú?

You choose one of the seven parishes and go to the comú. In Andorra la Vella the form asks for the passports or ID cards of all family members, your valid residence permit, your lease or title deed (signed by the owner, or a statement from the landlord), your marriage or partnership certificate and an IBAN card or bank certificate. You bring originals, and you pay the municipal taxes for the current year straight away.

You show the proof of registration to Immigració. If you do not do so within the deadline, your permit can be withdrawn. The Govern's website says one month for passive residence and nomads; the regulation says three. Go by one month.

What is the NRT?

The número de registre tributari is your number with the Andorran tax office. It appears at the top of every tax form, such as the return for the IRPF, the income tax. You need it as soon as you pay tax in Andorra, and a bank or employer may ask for it. How exactly you apply for it is not on a page we could open; ask the Ministry of Finance or your adviser. How do you keep your residence valid?

Your permit requires effective residence. For a permit with work that means living in Andorra permanently; holidays, medical treatment or a posting by your employer count. A self-employed person is there at least 183 days a year, a passive resident or nomad at least 90 days per calendar year.

You apply for renewal before the expiry date, at most 60 days before it; with passive residence in the six months before it. You bring your passport, a passport photo, your old card and a certificate from the comú, plus payslips and your CASS points (work), or your policy, income and investment (passive). Employees show Catalan A1 at the first renewal. If you leave, you apply for the baixa definitiva at Immigració and at the comú. If a temporary permit expires, you have eight days to leave.

Who is there for the Dutch?

There is no Dutch embassy in Andorra, and no honorary consul either: the official list of the Andorran Ministry of Foreign Affairs does not name the Netherlands. The embassy in Paris is responsible, Rue Eblé 7-9, telephone +33 1 40 62 33 00 or +31 247 247 247. You apply for a new passport or ID card in Paris, in Madrid, at VFS Global in Madrid or Barcelona, or in a Dutch border municipality. You then show your residence permit as proof that you may live in Andorra. Statements, such as about your marital status or your place of residence, you request from Paris by email.

Which documents do you bring from the Netherlands?

A police certificate no more than three months old, and for family reunification birth and marriage certificates that are also less than three months old. All Dutch documents get an apostille: Andorra has been a party to the Apostille Convention since 1996. Immigració may also ask for a translation into Catalan by a sworn translator; only French and Spanish are exempt. Which Dutch document Andorra accepts as a police certificate, a VOG or an extract from the judicial records, is not confirmed: ask Immigració before you have it made. What you close in the Netherlands is in deregistering from the municipality.
