The visa routes to Scotland: work, your partner, talent or your own business, and why there is no route on a pension or benefit

Scotland is part of the United Kingdom, and since 2021 a Dutch citizen needs a visa to live there. As a visitor you can usually stay up to six months, without working and without living there. There are four routes: work for an approved employer, a British partner, talent and your own business. A visa for people who want to live on a pension or a benefit does not exist.

Living in Scotland is only possible with a UK visa. Scotland is part of the United Kingdom, and since 1 January 2021 free movement no longer applies there for Dutch citizens. You apply to UKVI (UK Visas and Immigration), the British immigration service. It decides for the whole UK; Scotland has no visa of its own.

There are four routes:

  • work for an approved British employer;
  • a partner who is British or already allowed to stay;
  • talent: Global Talent, or a recent degree from a top university;
  • your own, innovative business.

A visa to live in the UK on your pension, your savings or a benefit is not among the routes on GOV.UK. With only a Dutch state pension (AOW), a pension or a WIA disability benefit, you cannot get in to live there. Know that before you read on.

What can you do as a visitor?

With a Dutch passport you do not need a visa for a visit, but you do need an ETA (Electronic Travel Authorisation), a digital travel permission costing £20. According to GOV.UK, as a visitor you can usually stay for up to six months. You cannot:

  • do paid or unpaid work for a UK company or as a self-employed person;
  • claim public funds, the British benefits and allowances;
  • live in the UK for long periods of time through frequent or successive visits;
  • marry or register a civil partnership (there is a separate visa for that).

You must also be able to show that you will leave at the end of your visit and that the UK will not become your main home. Six months in Scotland, a short trip to the Netherlands and back again, is therefore no way to live there.

Which route suits you?

Route For whom Fee from the Netherlands Healthcare surcharge per year Settlement after
Skilled Worker people with a job at an approved employer £819 up to 3 years, £1,618 longer £1,035 5 years
Health and Care Worker doctors, nurses and other health professionals £324 up to 3 years, £628 longer none 5 years
Partner people joining a British or settled partner £2,064 £1,035 (£3,105 for 2 years and 9 months) 5 years, or 10 without the income requirement
Global Talent leaders or potential leaders in research, arts and culture or digital technology £766 £1,035 3 or 5 years
High Potential Individual graduates of an eligible top university in the last 5 years £880, plus £252 for Ecctis £1,035 does not count
Innovator Founder people starting a new, innovative business £1,357, plus £1,000 for the endorsement £1,035 3 years

The surcharge is called the Immigration Health Surcharge (IHS). You pay it upfront for the full length of your visa, and with it you use the NHS. For children under 18 it is £776 a year. How that works in Scotland is in healthcare in Scotland.

Settlement (indefinite leave to remain) is the right to stay indefinitely. The UK government ran a consultation on earned settlement until 12 February 2026: settlement would then no longer follow automatically after a fixed number of years. On 27 October 2026 the outcome had not yet been published. So check GOV.UK just before you apply to see what applies then.

How does the work route work?

You need a job with a licensed sponsor, an employer approved by the Home Office. That employer gives you a certificate of sponsorship, a digital record of the job with a reference number. You apply for the visa within three months of getting it. Three requirements to know now:

  • Your salary is usually at least £41,700 a year, or the higher going rate for your occupation. In some cases it may be lower, down to at least £33,400.
  • Your English is at level B2. If you already had the visa before 8 January 2026, B1 still applies when you extend.
  • You have £1,270 in savings for 28 days in a row, unless your employer covers your first month.

If you work in healthcare, look at the Health and Care Worker visa. It is cheaper and you pay no healthcare surcharge. Note: as a care worker or senior care worker (codes 6135 and 6136) you can now only extend or switch from inside the UK, not start fresh from the Netherlands. A decision from outside the UK usually takes three weeks.

Are you joining your partner?

That is possible if your partner is British or Irish, or has settled status. A partner with pre-settled status only counts if they were already living in the UK before 1 January 2021. You are married, in a civil partnership, or have lived together for at least two years. Three requirements:

  • Your combined income is at least £29,000 a year. Savings can count instead of income.
  • Your English is at level A1 for the first visa. After 2.5 years a higher level may be needed.
  • You pay a £2,064 fee and the healthcare surcharge for 2 years and 9 months: £3,105.

The visa lasts 2 years and 9 months, after which you extend. A decision from outside the UK usually takes twelve weeks. If you do not meet the income requirement, it is sometimes still possible, for example with a British child, but then you only qualify for settlement after ten years.

What are the talent routes?

Global Talent is for leaders or potential leaders in research, arts and culture or digital technology. You need an endorsement from an approved body, or a prize from the official list. You can stay up to five years at a time and apply for settlement after three or five years.

The High Potential Individual visa still exists. In the last five years you obtained a bachelor's, master's or doctorate at a university on the British list, and Ecctis checks your qualification. You do not need a job. The visa lasts two years, three with a doctorate, and cannot be extended. You can get it once, and there is a yearly limit. The years do not count towards settlement; switching to Skilled Worker is possible.

And with your own business?

With the Innovator Founder visa you start a business that is new, innovative and scalable. An endorsing body, an assessor approved by the government, must endorse your plan. That costs £1,000, plus £500 for each of at least two progress meetings. The visa lasts three years. Joining a business that is already trading is not possible on this visa.

What if you already lived there before 2021?

Then the EU Settlement Scheme may apply. The deadline was 30 June 2021; applying later is only possible with reasonable grounds. With pre-settled status you lose your status if you spend more than five years in a row outside the UK; with settled status you may be away for up to five years in a row.

The Youth Mobility Scheme is not open to Dutch citizens: the Netherlands is not on the country list.
