Bringing a pet to Morocco: the chip must come before the vaccination
The order matters more here than the lead time, and that's exactly where it goes wrong. If the rabies vaccination is registered before the chip, your file isn't right and you have a problem at the border. Further: twenty-one days' wait after the first jab, a certificate within twenty-four hours before loading, and a titre test if you want to travel back and forth with the animal.

Yes, your dog or cat can come to Morocco, and more cheaply than to most destinations outside Europe. The cost indication works with € 180 to € 600 for chip, vaccination, certificate and possibly a titre test (a blood test showing that the rabies vaccination has taken). That is because here the animal can simply ride along in the car.
The find in the document of ONSSA, the Moroccan food safety authority, is not an amount but an order. The chip must have been placed before the rabies vaccination. Otherwise the certificate cannot link the vaccination to the chip number, and the file isn't right. That is where it goes wrong with animals that have been vaccinated for years.
The lead time itself is manageable:
- Twenty-one days after the first jab.
- A certificate within twenty-four hours before loading.
So the pitfall is not the lead time, but the dates in the pet passport you already have.
Which mistake is made most often?
The chip must be placed before the rabies vaccination.
That sounds like a formality and it isn't. The certificate links the vaccination to the chip number. If the vaccination is registered before the chip, that link cannot be made, and then the file isn't right. At the border that is not a discussion but a refusal.
The annoying thing is that this happens with animals that have been vaccinated for years: the jab came before the chip obligation. In that case the animal must be vaccinated again after chipping, and the waiting period starts all over again.
The NVWA says it itself: if your animal is not chipped at the time of the rabies vaccination, that vaccination is not valid. So first of all check the dates in your animal's pet passport. Not the validity, but the order. And start well in time: according to the NVWA the preparation can take weeks to well over half a year.
Which clocks are running?
Twenty-one days. The Moroccan certificate asks for a correct rabies vaccination, but names no waiting period itself. Follow the EU rule: after a first jab, wait at least twenty-one days before you travel with the animal.
Twenty-four hours. The health certificate is issued by an official vet within twenty-four hours before loading. That means an appointment tied to your travel date, and so an appointment you make as soon as you have that date.
The titre test. Is the animal not staying in Morocco permanently, because you want to travel back and forth with it? Then a blood test is needed showing that the vaccination has taken, at least thirty days after the vaccination. After a good result you wait, under the EU rules, three months from the blood sample before the animal may re-enter the EU. Have the test done in the Netherlands before departure. Arranging it afterwards is considerably harder, and without that test you don't get back into the EU with the animal.
| Step | When | Why |
|---|---|---|
| Chip | first — before the rabies vaccination | the certificate links the vaccination to the chip number |
| Rabies vaccination | after the chip; for a first jab at least 21 days before departure (EU rule) | the waiting period only starts after a validly given jab |
| Titre test (only if travelling back and forth) | at least 30 days after the vaccination, in the Netherlands; then 3 months' wait from the blood sample | without the test you don't get back into the EU with the animal |
| Health certificate | within 24 hours before loading, by an official vet | the appointment is tied to your travel date |
| Flying: book a place | well in advance | limited number of animals per flight; full in summer |
What happens on arrival?
On entry ONSSA checks the papers, the identification and the animal itself. Make sure the chip number is readable and that the passport, the certificate and the vaccination record are together. One file, one folder, and the chip number identical on every document.
By road or by air?
On this corridor you have a choice that distant destinations don't offer: with the animal in the car, through France and Spain and across by ferry. It is the same land route that is usually also the cheapest for half a household.
That is cheaper than air freight and less stressful for many animals. It is also the reason the cost indication for Morocco reckons here in hundreds rather than thousands of euros.
The certificate of twenty-four hours before loading also applies by road. Ask ONSSA or your vet in advance which moment counts as loading on a trip with a ferry, and plan the appointment on that.
Whoever flies books the animal well in advance: the number of places per flight is limited and in the summer months they are gone.
What is the pitfall?
The dates in the passport you already have. If the last rabies vaccination precedes the chip date, the animal is unvaccinated as far as ONSSA is concerned: vaccinate again after chipping, and then wait twenty-one days. Whoever discovers that three weeks before departure pushes back their departure — or leaves the animal with friends and collects it later. So check the order today, even if the vaccination is still valid for years.

Your household goods to Morocco: the papers, and the car that usually doesn't come
Your goods enter Morocco exempt from duties, provided you can produce the papers — customs name three, and the third is almost never mentioned. The car is a different story: temporary admission gives six months, even if you settle. After that it has to leave the country, or you pay the import duties. Count on selling and buying again.

Dog or cat to Albania: easy on the way out with a chip and rabies jab, but a titre test for the way back
Your dog or cat can come to Albania with a microchip, a rabies vaccination at least 21 days old and the EU pet passport. Albania probably also asks for a health certificate from an official vet, valid for ten days. A titre test is not needed on the way out. It is for the way back: Albania is not on the EU list. So have the test done in the Netherlands before you leave.

Your pet to Andorra: the EU passport is enough, no blood test, and into the RAC within two months
Your dog, cat or ferret travels from the Netherlands into Andorra with a microchip, a valid rabies vaccination and the EU pet passport. A titre test is not needed, not even for the return journey, because Andorra is on the EU list of countries with equivalent rules. After arrival you register the animal free of charge in the Andorran RAC register within two months. For dogs a dog tax per parish follows, and for dangerous breeds an insurance and muzzle obligation.
