What does emigrating to Croatia cost?

Count on one overnight stay and on the fuel and tolls for the whole trip. Zagreb is around 1,400 kilometres away: one and a half to two days' driving via Germany and Austria or Slovenia. Along the way you pay for vignettes (a toll pass bought in advance for a country's motorways) and section tolls. To Split, add well over 400 kilometres of toll road. Since Croatia joined Schengen, there is no border control.
De eerste maanden

For the home, count on a deposit of one month and the first month in advance. A one-bedroom flat in the centre costs around € 775 per month in Zagreb, and around € 890 in Split. On the coast a year-round contract is scarce, because in summer the homes go to holiday lets. Also add the double costs of the search weeks and the connections in your own name. If you are a self-payer with HZZO, the Croatian health insurance fund, you pay a contribution of roughly € 110-130 per month. If you live on a pension from abroad, the contribution can be 16.5% of that pension, and so turn out higher. Without a coverage statement from your Dutch insurer, a back-payment of twelve months comes on top.
And if you buy a house?
This calculation assumes renting: the first months include deposit and rent in advance.
If you buy, count on 6 to 9% of the purchase price on top of this amount. On a home of € 250,000 that's € 15.000 to € 22.500.
The transfer tax is low at 3% (Zakon o porezu na promet nekretnina, the Croatian transfer tax act, article 12). But the other costs add up. Notary and your own lawyer together cost 1 to 2%. Then come registration and the estate agent's commission of usually 2 to 3%, plus 25% VAT on top. If you buy a new build from a VAT-registered seller, you pay no transfer tax but 25% VAT in the purchase price. EU citizens buy on the same terms as Croats, including agricultural land. That has been so since the accession moratorium expired: the transition period after Croatia joined the EU.
An order of magnitude based on averages, not a quote. The real amounts depend on your occupation, your route, the season and dozens of choices you still have to make.
