What does emigrating to Italy cost?

The cost depends on your destination and your route through the mountains. It is eleven hundred kilometres to Milan and sixteen hundred and fifty to Rome. There are two mountain routes. Via Switzerland you buy an annual vignette (a toll sticker) of CHF 40, tunnels included. Above 3.5 tonnes the per-kilometre charge applies there. Via the Brenner you pay a ten-day vignette of € 12.80 plus the Brenner toll. Add the Italian autostrada (the toll motorway), around € 7-8 per hundred kilometres. And an overnight stay on the way for those driving in one family car.

Your choice of region determines this item more than anything else. Rents vary more here than anywhere: Milan charges around € 23 per square metre, Rome € 19-20, the South € 8-11. The deposit is legally capped at three months' rent; one to two is usual. On top of the rent come the spese condominiali, the building's service charges (€ 50-200 a month), and the TARI waste tax in your name. Add the double costs of the weeks of searching, and your own energy contract on the free market.
And if you buy a house?
This calculation assumes renting: the first months include deposit and rent in advance.
If you buy, count on 4 to 15% of the purchase price on top of this amount. On a home of € 250,000 that's € 10.000 to € 37.500.
Everything hangs on one question: does the prima casa scheme (literally: first home) apply? If you move your residential address to the municipality of the property within eighteen months, you pay 2% registration tax on the cadastral value instead of 9%. For an emigrant that is quite achievable. On a property of two hundred thousand it easily saves fifteen to twenty thousand euros. The notary is compulsory in Italy and charges 1 to 2.5%. The lower end is therefore prima casa, the upper end a second home without that scheme.
