Your first weeks on Sint Eustatius: via Sint Maarten, the declaration, five days, the ID card and only then the rest
The chain after landing on Sint Eustatius is fixed and cannot be reversed: the IND declaration by e-mail appointment, within five days the notice at the Census Office, the $ 15 ID card and the BSN, and only then the health insurance in the Mazinga building, the CRIB number and the one bank. Around it an island of 3,200 people that you reach via Sint Maarten, with one utility company that asks a deposit and one telecom company. Whoever knows the order and carries the proof of deregistration is settled in a few weeks.
The first weeks on Sint Eustatius are not a list but a chain, and every link wants to see the previous one. The IND declaration opens the Census Office, the Census Office opens the ID card and the BSN, the ID card opens the health insurance and the bank, and the registration opens the CRIB number your employer asks for. What it costs: USD 171 in fees for the declaration, $ 15 per adult and $ 9 per child for the ID card, and beyond that mainly deposits. What it requires: the proof of deregistration from the Netherlands that you took along in the week of departure, and the discipline to stand at the Census Office within five days of arrival. How do you get there, and what does the last leg cost?
Via Sint Maarten. F.D. Roosevelt Airport is a twenty-minute flight from Sint Maarten and is served on a scheduled basis only by Winair; the departure tax on a flight within the Caribbean Kingdom is $ 15, cash. The Makana ferry sails from Bobby's Marina in Philipsburg to Gallows Bay and costs $ 95 one way, with one 50 lb bag free. Preferably land on a day when the Census Office is open all day.
What is the first link?
The declaration by operation of law at the IND unit Caribbean Netherlands, for whoever lives on the island for more than 180 days per 365 or stays more than 90 days and works. On Statia you make the appointment by e-mail to INDStatia@rijksdienstcn.com, receive a date within three weeks, and appear at Cottageroad with your passport, the completed form MBES08, proof of housing and proof of income of at least the minimum wage; the desk is open Monday to Wednesday from 8 to 12, by appointment only. Why do the five days weigh so heavily?
Because the law sets the clock at arrival: whoever is expected to stay on the island two-thirds of the time for half a year and holds a valid residence title gives notice of residence and address in person to the Executive Council within five days of the start of the stay. On Statia that is the Census Office at Chapel Piece Road 1, open Monday, Tuesday and Thursday from 7.30 to 15.30 and Wednesday and Friday until 12. Bring: the passports of the whole family, the IND declaration and the proof of deregistration. Everyone automatically receives a citizen service number, and at the same desk you apply for the ID card: $ 15 for adults, $ 9 for twelve- to eighteen-year-olds, valid five years.

What can only happen after the ID card?
Two counters. Care and Youth Caribbean Netherlands registers you for the BES health insurance only after you are in the population register; you then go to the Mazinga building with your ID card, your declaration by operation of law, an employer's statement if you work locally, and the proof of the end date of your Dutch health insurance. Bring the proof of deregistration, on paper. The Census Office asks for it at the first registration of whoever comes from the Netherlands, and requesting it afterwards means engaging an RNI desk in the Netherlands from two flights away. Without that paper the chain stalls on day one, while the five days run on.
What else belongs in the first month?
The CRIB number, created automatically for everyone aged 15 to 65 after registration and collected in person at the desk of the tax office with your identity document. Banking and paying on Sint Eustatius: the dollar, one bank on the island and the guarantee up to $ 25,000
On Sint Eustatius the dollar has been legal tender since 1 January 2011, and a transfer from the Netherlands is not a SEPA payment but an international payment with extra costs. The island has one bank branch, of the Windward Islands Bank, which opens accounts digitally. What you need: a registration, your ID card and the CRIB number the Tax Administration creates automatically. What you get: a deposit guarantee up to $ 25,000 per person per bank since 2025.

Renting on Sint Eustatius: a market of 3,200 people, a Rent Tribunal since 2026 and the $ 800 threshold
Renting on Sint Eustatius is allowed without restriction, but the supply is small and the waiting list for social housing long. Since 31 January 2026 the Caribbean Netherlands Rental Housing Market Measures Act applies on Statia too: up to a rent of $ 800 a month the Rent Tribunal tests the price against the island's points system, above it the market rules. And the trap comes before the contract: without proof of housing the IND application does not start.
