Your first weeks in Cyprus: which clock runs out first

In your first weeks in Cyprus several clocks run at once, and the shortest is not the best known. The yellow slip has four months, but a car arriving by ship must clear customs within ten working days. And almost everything after that waits for one folder: a proof of address the immigration department accepts, with bills in your name.

What should you sort out first in your first weeks in Cyprus? Not the yellow slip, even though it is the best known: you have four months for that. The shortest clock runs for anyone having a car shipped over. It must be cleared at a customs office within ten working days after customs has established the car's European status. After that, the main work of the first weeks is one folder: a proof of address the immigration department accepts. The finding in the Migration Department's list is how much that is. A lease alone is not enough; the department also wants the signatures certified, the original rent receipts and an electricity or water bill in your name.

Why is the proof of address the real work?

Because almost every office asks for it, and the bar is high. For the yellow slip the Migration Department wants a title deed or a lease that has been stamped and whose landlord and tenant signatures have been certified by a certifying officer. The lease states the names, identity numbers and phone numbers of the owner and tenants, and the address that becomes your official postal address. With it go the original rent receipts and an original electricity or water bill in the tenant's name.

Two things changed in 2026. The stamp duty law was abolished on 1 January, but the Migration Department's list still asks for a stamped lease. And since 1 July rent has to be paid by bank, card or another electronic means. So you need a bank account before you pay the first rent.

When booking your MEU1 appointment, ask how the department wants to see a 2026 lease. Stamp duty no longer exists, while the list still asks for a stamp. Have the signatures certified in any case, put electricity or water in your own name straight away, and pay the rent by transfer. Then you have every proof the list mentions.

What can you do before arrival?

More than you think. With a Dutch pension or benefit you register with the CAK, and you may do so once your emigration date is at most five months away. Within four weeks you receive a letter, and if approved the S1. You need that S1 for the yellow slip, as proof of your health cover. Also have the family documents the department asks for translated and certified: marriage certificate and the children's birth certificates.

If you have school-age children, look at the ministry's calendar. Public primary school enrols in January. If you arrive in summer, enrolment runs via the district education office, and for that you want the papers ready on arrival. What the school asks for is in school in Cyprus.

And the car?

If a car comes along in the container or on the ferry, customs is the first appointment. At the port you apply for verification of its EU status with the Dutch registration certificate and number plates, or with a T2L document. After that you have ten working days to clear the car at a customs office. For a used passenger car you also need a CO2 certificate from the Department of Road Transport, form TOM119A, which you get on presenting the original Dutch registration certificate.
