A move within the Kingdom is an ordinary emigration for the Dutch authorities: everything stops, and your proof of deregistration you literally need on Curaçao.

The chain is fixed: declaration by operation of law → registration at Kranshi → sédula → health insurance. Every link wants to see the previous one.

Apply for the declaration of admission by operation of law

The opening move of the chain, preferably already made from the Netherlands: the application runs online, with the documents from phase 2 and your fresh certificate of conduct. The Admissions Organisation legally has four months for the decision, and here your passport pays off: as a Dutch citizen you may await that decision on Curaçao — so you don't have to wait for the declaration to leave.

The rest of the chain does wait for it: Kranshi wants to see a residence title that's still valid for at least four months. The earlier this application runs, the shorter the row of links after it.
