Working in Suriname: your employer applies for the work permit, and with a PSA status you do not need one

Anyone who wants to work as an employee in Suriname needs an employer who applies for a work permit: US$ 100 per application, US$ 500 in the gold, oil and timber sector, with a decision within 30 days and a fine for the employer of up to SRD 25,000. Holders of the PSA status, anyone married to a Surinamese national and remigrants of Surinamese origin are exempt. A business of your own requires a business licence of SRD 300 for three years, and VAT registration above SRD 1,000,000 in turnover.

Can you work in Suriname as a Dutch national? As an employee only if your employer has a work permit, because the Foreign Nationals Work Permit Act forbids an employer to let a foreigner work without a permit from the director of the Ministry of Labour. The find at the source is the list of who needs none: anyone married to a Surinamese national, remigrants of Surinamese origin, holders of the PSA status and CARICOM citizens with skilled national status. The pitfall is the order: the application is the employer's responsibility, you only co-sign, and the ministry first checks whether a Surinamese worker is available for the job. Since the amendment of August 2022 the application costs US$ 100 and the fine for the employer runs up to SRD 25,000.

How does the work permit application run?

The employer files a completed form signed by both of you with the Foreign Nationals Work Permit department, with a passport photo, the deposit slip, a copy of your residence permit or of the proof of its application, the so-called VZ slip, a copy of your passport, and a statement from the employer on opening hours, working hours, your duties and why a foreigner in particular must do the work. Your diplomas and certificates go in in Dutch or English, which for a Dutch national means no translation round. The ministry assesses the availability of Surinamese workers, the length of your stay, your integration and whether you meet the job requirements. Since March 2025 the department asks you to call first, 463543, before coming to Lalla Rookweg 25.

The work permit hangs on the residence permit, not the other way round. Without a VZ slip from Aliens Affairs the department does not process the application, and a work permit gives no right of residence. Anyone coming without Surinamese roots therefore starts with the MKV from the residence routes to Suriname, and only then can the employer file. Since October 2024 that can happen at the same time: the employer or representative files digitally with a One Stop Unit of Foreign Affairs, Labour and Justice, and anyone arriving with an approved application and an MKV may work immediately; the physical filing after arrival remains compulsory.

Can you start your own business?

Yes, with a business licence from the Business Licences department at the Chamber of Commerce and Industry, Prof. W.J.A. Kernkampweg 37. You file a petition in duplicate, with passport photos, a mortgage extract or a statement from the owner of the premises, the description of the occupation and proof from the population register with a nationality declaration; anyone not of Surinamese descent adds the decision of Justice and Police on admission or settlement and the proof of registration with the CBB. The licence costs SRD 4.50 in fees and SRD 300 in licence fee and is valid for three years. For a branch of a foreign company a Surinamese national must sit on the board. Above SRD 1,000,000 turnover per calendar year you register for the VAT of 10%; below that you need not.

What do you keep, and what do you build up?

Wages are taxed according to the wage tax brackets, after a tax-free allowance of SRD 108,000 per year; the table is in AOW, pension and tax in Suriname. As a resident liable for premiums you build up the Surinamese AOV, but without Surinamese nationality it only pays out after ten years of uninterrupted residence in Suriname, from age sixty.
