Driving licence in Suriname: after two weeks you need a driving permit, and after three years you may exchange

Can you drive in Suriname on your Dutch licence? For two weeks. The Suriname Police Corps puts it plainly: a holidaymaker who can show that he stays no longer than two weeks drives on his foreign licence; anyone staying legally for longer applies to the Driving Licences department for a driving permit. The find at the source is the bill: SRD 150 in fees for a new application, SRD 350 in handling costs, and a validity of at most one year, tied to your legal stay and to your Dutch licence. The pitfall is enforcement: since the amended Rijwet of 26 March 2022, driving without a valid licence is a criminal offence, and the Public Prosecutor applies a fine of SRD 5,000 for a passenger car without a driving permit.

What do you bring for the driving permit?

Your original Dutch licence with copies of the front and back, an official translation if the text is not in Dutch or English, which is not needed for a Dutch licence, the receipt for the payment into the state treasury, and your passport with a copy of the personal details page and of the page with the stamp of legal entry and the length of your stay. You may not hold a valid international driving licence at the same time. On collection you show your Dutch licence and the receipt for the handling costs.

The driving permit is granted for the duration of your legal stay at the time of the application, and for no longer than a year. Anyone with a two-year residence permit therefore comes back after a year for the renewal, bringing the previous permit. If a week or more passes between the last day of the old permit and the new application, the department counts it as a new application, with the higher fees.

Two weeks is the clock, not three months. Anyone who came on holiday and decided to stay, or who spends the first weeks on registration and the bank, is driving without valid paper from day fifteen. The Public Prosecutor lists that situation separately in its table of fines: driving on a foreign national licence without a driving permit for a stay of more than fourteen days, SRD 5,000 for a passenger car. So put the application in your first week.

How do you exchange for a Surinamese licence?

Only after three years of uninterrupted driving permits. You then hand in proof of those three years, a medical certificate no more than fourteen days old, the receipt for SRD 250 in fees, a certificate of authenticity of your Dutch licence from the issuing country or from the embassy, and an extract from the population register: you must be registered with the CBB and hold an identity card. The handling costs of SRD 250 are paid on collection. Anyone who only arranges the certificate of authenticity in Suriname waits for the Netherlands; apply for it before you leave or at the embassy as soon as you enter the third year.

The Driving Licences department is at the Nieuwe Haven police station in Paramaribo, and the government is building a digital platform on which the driving permit will also be applied for as an e-service with the digital ID; the first modules, renewal and duplicate, are already online.

What is changing on the road?

More enforcement. The Traffic Safety Institute announced in August 2026 that from October 2026 the obligations for vehicle inspection, insurance and helmets will be introduced and explained nationwide, that the fines will be revised and that checks will focus on brakes, lighting, tyres and insurance cover.
