Anyone who wants to work in Belize, employed or self-employed, needs a Temporary Employment Permit (TEP). You must already be living in Belize when you apply. The employer submits the application to the Labour Department; as a self-employed person you do it yourself. Within 30 days the Labour Department calls with the outcome. As a visitor or in the QRP programme you may not work.
What does a work permit cost?
The fees of the immigration department, since 1 May 2020, in Belize dollars:
| Category | Duration | Cost |
|---|---|---|
| Professional, with a university degree (manager, doctor, architect, accountant, realtor) | one year | BZ$ 3,000 |
| Technical worker (mechanic, electrician, nurse, administrative assistant) | one year | BZ$ 3,000 |
| Self-employed, owner or manager, outside agriculture | one year | BZ$ 3,000 |
| Self-employed in agriculture | one year | BZ$ 2,000 |
| General workers, outside banana, sugar and citrus | one year | BZ$ 750 |
| Religious, cultural, educational and voluntary work | one year | BZ$ 200 |
| Import and export traders | one year | BZ$ 1,500 |
Two Belize dollars are one US dollar.
How does the application work?
The employer opens an account on the Labour Department's TEP portal and submits the application on your behalf. A self-employed foreigner may only do so for themselves. All documents must be in English, or translated.
For each application the portal asks, among other things, for:
- a scan of your whole passport, every page;
- a police record from your last country of residence and one from Belize;
- three job advertisements, the first, second and third;
- your diplomas, certificates and CV;
- a licence to practise your profession in Belize, for among others doctors, nurses, teachers and engineers;
- a letter of intent to employ from the employer.
The employer supplies its own papers: the articles of association, a trade licence if it operates in a city or town, a bank statement and its tax certificate with TIN. A new business adds a business plan.
After approval you collect the approval letter at the Labour Department and go to the immigration department. There you are told the amount. At the Belize Tax Service you request an Income Tax Letter. With your passport, that letter, your Social Security letter and two passport photos you pay, and the permit is issued straight away. You then apply for your Social Security card.
Working without a permit is not allowed, not even unpaid. The visitor's extension only applies if you "do not enter into employment paid or unpaid". And if your application is refused, you report to the immigration department to update your status.
May you work with the QRP?
No. Section 5 of the Retired Persons (Incentives) Act prohibits a QRP member and their dependants from gainful employment in Belize. There is one exception: doing business from Belize is allowed, if it mainly takes place outside Belize and only with people who do not live in Belize.
Anyone who does want a business in Belize can become a QRP Investor. The Belize Tourism Board then asks for a business plan, at least US$ 500,000 in capital, at least 90 days' stay in Belize, and five Belizeans employed. You submit proof of those jobs within 12 months. See the residence routes.
What do you pay as an employee?
An employee pays 25% income tax on income from Belize. Anyone earning less than BZ$ 29,000 a year pays nothing. Above that a deduction of BZ$ 20,000 applies. If you work in Belize but your income comes from outside Belize, you pay no income tax in Belize under section 6(4). You do still need the permit.
For employees aged 14 to 65 the employer pays a weekly contribution to the Social Security Board, and deducts your share from your wages. Contribution and statement are due by the 14th of the following month.
How do you get your diploma recognised?
The portal asks for your diplomas, and for some professions a Belizean professional licence. Belize is a party to the Apostille Convention. You first have a Dutch diploma legalised by DUO, and then given an apostille at the court. DUO only legalises programmes recognised by the Dutch Ministry of Education.
If you start your own business in Belize City, you need a trade licence from the city council as well as the permit. For that you first submit a business registration certificate.
In Vertrekklaar this is phase 2 of 5 of the journey, step 2.1: the same steps, but for your situation — in your order, tickable, and with the deadlines watched. See the whole journey to Belize or go straight to step 2.1 in the open plan.

Residence routes to Belize: QRP, permanent residence, work or partner
You move to Belize without a visa in advance: you enter as a visitor and then choose a route. Retirees aged 40 and over can, according to the Belize Tourism Board, join the QRP programme, with 2,000 US dollars a month of income from outside Belize. You only apply for permanent residence after a year of legal stay, with at most 14 days away. Working requires a work permit.

Working in America: your right to work hangs on your status, not on a permit
In America there is no separate work permit you apply for: your right to work follows from your visa status. Whoever comes on an E-2 may only work in their own business; the partner of an E-2 or L-1 holder may work anywhere. Whoever needs an Employment Authorization Document applies for it with Form I-765. After that comes a labour market without statutory holidays and with twelve weeks of unpaid family leave.
