Buying a house in Portugal: first pay the tax yourself, then everything in one go at Casa Pronta

Portugal sits exactly between the Netherlands and Spain. The taxes — the IMT and the 0.8% stamp duty — are paid by you, the buyer, before the transfer. But after that the state has something almost no country has: the Balcão Casa Pronta, one counter where the deed and the registration in the land register happen in a single appointment. Then comes the annual IMI.

Yes, as a Dutch national you buy in Portugal without restriction. The only condition for being able to sign is a Portuguese tax number (NIF).

What it costs you pay yourself, as buyer, before the transfer:

  • The progressive IMT, the Portuguese property transfer tax, on the purchase price or the tax value (whichever is higher).
  • The stamp duty of 0.8%.
  • € 375 for deed and registration in one appointment at the Balcão Casa Pronta (€ 700 with a mortgage).

That counter is the find: one desk where in Spain three separate counters are needed. The trap: a statutory cooling-off period as in France does not exist in Portugal. So have the preliminary contract checked before you sign.

In your first year you do not buy. You rent, you get to know the region, and only then do you decide — why that order is fixed. This article is for the moment you have got that far.

What does buying a house in Portugal cost in tax?

In the Netherlands the notary settles the transfer tax; in Portugal the order is reversed. Before the transfer you, as buyer, pay two taxes, and the proofs of payment go with you to the deed:

  1. The IMT (Imposto Municipal sobre as Transmissões Onerosas de Imóveis): calculated on the purchase price or the tax value of the property (the VPT), whichever is higher. The rates are progressive and depend on whether the property becomes your main residence. For a second home other rates apply, and for a buyer with a tax domicile in a tax haven always 10%. If you are not yet a tax resident, you pay a flat rate of 7.5% since late May 2026. If you become a resident within two years of the purchase, you get the difference back on request.
  2. The imposto do selo, the stamp duty: 0.8% on the same base as the IMT. If you take a mortgage, the stamp duty is also levied separately on the loan.

The IMT brackets are in article 17 of the IMT code and are adjusted annually. For a home that becomes exclusively your own, permanent main residence, these marginal rates apply in 2026:

Base (purchase price or VPT) Marginal rate, main residence Other dwelling
up to € 106,346 0% 1%
€ 106,346 – € 145,470 2% 2%
€ 145,470 – € 198,347 5% 5%
€ 198,347 – € 330,539 7% 7%
€ 330,539 – € 660,982 8% 8% (up to € 633,931)
€ 660,982 – € 1,150,853 6%, flat rate 6%, flat rate
above € 1,150,853 7.5%, flat rate 7.5%, flat rate

The law does not add up bracket by bracket as with income tax. For a base above the first bracket the amount is split in two parts:

  • the ceiling of the highest bracket that fits in it, taxed at that bracket's average rate;
  • the remainder, taxed at the marginal rate of the bracket above.

Agricultural land has a flat rate of 5%, other property 6.5%. Work out the IMT in advance with the tax authority's simulator. For more expensive homes this is by far the largest additional item.

Where do I sign the deed, and what does that cost?

For the step that in Spain costs three separate counters, Portugal has the Balcão Casa Pronta. That is one government desk (by appointment) where you sign the deed and the registration in the land register is arranged at once. A simultaneous mortgage can go in the same appointment too.

The fees are fixed amounts:

  • € 375 for a purchase with one registration;
  • € 700 for purchase plus mortgage in one go.

The classic route still exists: the escritura (deed of sale) at a notário, and then yourself (or through a lawyer) to the conservatória do registo predial, the land registry. Casa Pronta is the shorter road.

What you must have in order beforehand, whichever counter you choose:

  • your NIF, because without a Portuguese tax number you sign nothing;
  • the proofs of payment of the IMT and the stamp duty.

Customary, further, is a preliminary contract (contrato-promessa de compra e venda) with a deposit. Have it checked before you sign, because unlike France, Portugal has no statutory cooling-off period to fall back on.

What do I pay every year after that?

Being an owner costs a fixed annual charge in Portugal: the IMI (Imposto Municipal sobre Imóveis), levied by the municipality on the tax value (VPT). The law sets the band: for urban property between 0.3% and 0.45%, for rústicos (rural plots) 0.8%. Every municipality picks its own rate within it, every year anew.

Most municipalities sit at the bottom of the band, but check yours. And whoever is thinking of letting: in high-pressure areas the municipality may double the rate for short-term lets. So do not base a letting plan on the standard rate.
