The e-Residence document and the eID: the Maltese chain

Register within three months with Identità, online via the Expatriates Portal — and the rule that determines everything: a complete file gets a biometrics appointment within 48 working hours, a half file is not processed. After that everything hangs on the card, from eID to bank.

Malta asks EU citizens for no permit, but it does ask for a registration — and unlike in southern Europe the whole process has begun online before you have seen a single counter. This article sets out the chain, with the one rule that makes it fast or slow.

When you have to register

Up to three months' stay nothing is needed. Whoever stays longer — living, working, studying — registers his residence with Identità (the former Identity Malta) and receives an e-Residence document, usually for five years. The first issue is free; only a replacement costs money (€ 22 on loss, € 16.50 on damage).

The application: the portal and the 48 working hours

The application runs through the Expatriates Portal. You fill in the form, upload the documents, and then the rule that determines everything applies: to a complete file Identità responds within 48 working hours with a date and time for the biometrics appointment — and an incomplete file is not processed. The queue stories going around are almost always about half files. So treat the document list as a checklist.

What must be in the file per category

Employees: an employment contract no more than six months old, or the employment history from Jobsplus. Self-employed: the Jobsplus history with self-employed status, plus the VAT certificate, the tax certificate and the social security certificate. Economically self-sufficient people — pensioners, people of means — show sufficient means (pension statement, bank statements or a declaration from the Commissioner for Revenue) and comprehensive health insurance; the S1 form from the CAK counts there literally as valid proof. And everyone provides proof of address: the registered rental contract or the title deed.

The biometrics and the card

At the appointment your photo and fingerprints are taken; after that the card is produced. Check the details immediately on receipt — correcting is free now and a hassle later. From this moment you exist for every Maltese counter: the bank wants to see the card, the Entitlement Unit wants it, and so do the utility companies.

The eID: why the card is more than a pass

Attached to the e-Residence document is your eID account — the recognised digital identity for the whole of online government. Tax return, servizz.gov.mt, forms and appointments: it all runs via the eID, and the eID exists only with the card. Whoever postpones his registration therefore postpones not one document but his entire digital existence in Malta. In the same move, apply for your tax number at the Commissioner for Revenue; the card number is the pivot there.

The order once more

A home with a registered contract, then the complete file, then the biometrics, then the card, then eID and tax number, and only then the bank and healthcare. Each step is the ticket for the next — and the only way to get through quickly is to be complete before you start.
