Car and driving licence in Bulgaria: on plates within a month, with an environmental fee by age
Bulgaria charges no excise duty on a car you bring from the EU, but it does charge an environmental fee on first registration, by age of the car: from roughly 77 euros for a new one to almost 200 euros for a car older than ten years. The registration at the traffic police must be within a month and costs 17.90 euros. The driving licence is the easy part: an EU licence doesn't need exchanging.
Since 1 January 2025 you drive into Bulgaria without a border check, and since 1 January 2026 you pay there in euros. What remains is the registration — and that is cheap, bar one fee.
No excise duty, but an environmental fee
Bulgaria charges no excise duty or registration tax on a car you bring from another EU country. What there is, is the environmental fee on first registration: a contribution to the recycling of end-of-life cars, which the government raised by a quarter in July 2025. It rises with the age of the car. For a petrol or diesel car: 150 lev for a new one, 240 lev up to five years, 360 lev from five to ten, 385 lev above that — converted from roughly 77 to almost 200 euros. An electric car pays less, from 102 to 290 lev.
You pay the fee in advance to the environmental fund and bring the proof of payment to the registration.
The clock: a month
You do the registration at the traffic police of the regional directorate of your place of residence, and the deadline is a month after acquisition. You bring:
- your residence certificate with personal number;
- the proof of purchase of the car;
- the Dutch registration certificate part I and part II;
- a valid inspection certificate, if you have one;
- Bulgarian third-party insurance;
- the proof of payment of the environmental fee;
- a declaration of ownership per the template;
- the Dutch plates, if you drove with them.
If your Dutch inspection is still valid, the identification of the car on the spot suffices. If the inspection certificate is missing or expired, the police inspect the car at the registration point itself — and a car that fails is registered but kept off the road until the defects are fixed.
The fee is 17.90 euros for the registration, plus the plates. Whoever wants a personalised combination pays hundreds to thousands of euros extra.
The driving licence: nothing to exchange
A valid driving licence from an EU country doesn't need exchanging; it simply stays valid in Bulgaria. If you want to anyway — for instance because it's about to expire and you'd rather renew it in Bulgaria — you can at the traffic police of your place of residence, without an exam. You bring your identity document and your licence, a declaration that your normal residence is in Bulgaria, and a medical certificate from a recognised doctor.
The fee is 12.78 euros, 5.62 euros between fifty-eight and seventy, and free above seventy. Faster is possible at two or three times the rate.

Residence in Bulgaria: three months, a certificate of 3.58 euros and a personal number
As an EU citizen you may be in Bulgaria for three months without conditions. After that, within those three months, you apply for the certificate of long-term residence, for 3.58 euros, valid for up to five years — and that certificate gives you the personal number the bank, the health fund and the traffic police ask for. The proof of address is the trap: a notarised declaration from your landlord, or a title deed.
