The PPS number and the proofs of address: the Irish order
Ireland has no registration duty and no population register — and that's why everything revolves around proofs of address no more than three months old. The PPS number can only be applied for after arrival, via MyWelfare and an in-person appointment. The official way out of the chicken-and-egg puzzle is right there on the government site: a utility bill from your host with a note on it.
Whoever comes from the Netherlands expects a counter: register with the municipality, get a number, done. Ireland doesn't have that counter — there's no registration duty and not even a population register — and precisely that makes the first weeks a puzzle. This article explains the puzzle and the official solution.
Why there is nothing to register
As an EU citizen you may enter Ireland and stay; after three months the EU conditions apply (working, or sufficient means plus health cover), but nobody tests that at a desk. The government site says it literally: you don't have to report to the immigration authorities and there's no residence card. After five years of living or working you have a permanent right of residence — that too without a paper.
The flip side: because there's no register, there's no official proof that you live somewhere. So every body asks for proofs of address no more than three months old itself — a utility bill, a bank statement, a rental contract. And as a newcomer you by definition don't have those yet.
The PPS number: only here, not from the Netherlands
The Personal Public Service Number is the key to almost everything: working and tax, public healthcare, the driving test, the school. The rule that surprises everyone is stated literally on the government site: you can't apply "if you intend to move" — you have to be in Ireland.
The route: create a basic account on MyWelfare (email and phone number suffice), fill in the application and choose a location and time for the mandatory in-person appointment. There you show your passport or ID and a proof of address; the number then comes by post. All in all, count on a few weeks.
The chicken-and-egg trick that is simply official
No rental contract, so no proof of address, so no PPS? The government site offers the way out itself. If you're staying with friends or family, an original utility bill of the occupant with a note on it that you're staying at that address suffices — the note may even be written on the bill itself. And a manager of a hotel or hostel may confirm your address in writing. This isn't a forum trick; it's in the official list of documents.
The strategy for the first weeks follows from that: arrange a temporary or guest address where someone can sign the bill, get your PPS number with it, open the bank account, and as soon as you have a home of your own put all the utilities in your own name. Every bill is ammunition for the next counter.
The order once more
Arrive, arrange an address (borrowed if need be, with a note), apply for the PPS via MyWelfare, do the appointment, and only then the rest: the bank, Revenue, healthcare. Whoever knows the order is through it in a few weeks. Whoever doesn't walks round three counters that are all waiting for the same paper.
