Renting in Albania: your lease as proof of your address, checking the owner with the land registry, and six months for the tax office

As a Dutch national you can simply rent a home in Albania. We could not read an official source on Albanian tenancy rules, such as the deposit and notice period. What we do know is what you need your lease for: your address when you register as an EU citizen, the civil registry, the bank and customs. A lease of at least six months also makes you a resident for Albanian tax. Check the owner with the land registry.

As a Dutch national you can simply rent a home in Albania. You need no permit for it. For almost everyone, renting is the first step, including for those who want to buy later. To be honest: we could not read an official source on the Albanian tenancy rules themselves, such as the deposit, the duration or the notice period. The site with the legal texts refused our requests. What we do know for certain: in Albania your lease is your proof of your address, and almost every authority needs that address. And a lease of at least six months makes you a resident for Albanian tax.

What do you need your lease for?

Since the 2025 amendment (law 43/2025), as an EU citizen you no longer need a residence permit. You register online with the border and migration service within three months of arrival, and receive a registration certificate (certifikatë regjistrimi). According to the draft implementing decision, you submit a statement about your address with it. After that you register with the gjendja civile, the civil registry of your municipality, the Albanian population register. Only then are you officially a temporary resident. How that works is explained in residence routes in Albania and registration and numbers in Albania.

Who What the lease is for Source
Border and migration service your address when registering as an EU citizen, within three months law 79/2021, art. 33/1; draft decision
Gjendja civile your registration as a resident, and every move after that law 79/2021, art. 33/1(5)
Tax administration a lease of at least six months counts as a permanent home Instruction 26/2023, point 8.3
Bank BKT lists the lease among the documents for non-residents BKT
Customs the lease in Albania is part of the application for the relief on household goods dogana.gov.al

For family reunification or a visa, the old rules required a notarised copy of the lease. Whether the new registration for EU citizens asks for this too is not stated in the draft we read. To be safe, have the lease signed or certified by a notary, so it works everywhere.

Many English-language sites still say you apply for a residence permit within 30 days with a notarised lease. That is the old route, for people who are not EU citizens. You register within three months. Whether that service already works on e-Albania, the government portal, is something to check with the border police (Policia e Shtetit) or on e-Albania itself.

What does a six-month lease mean for your tax?

The Albanian income tax law (Ligj 29/2023) makes you a resident if you meet one condition. You spend 183 days or more in Albania in a tax year, you have the centre of your vital interests there, or you have a permanent home there (article 8). The tax administration's instruction explains what that last one means: a home you own, were given or inherited, or a home you rent for at least six months and live in.

A one-year lease therefore makes you a resident from day one, even if you spend fewer than 183 days in the country. As a resident you pay tax in Albania on your worldwide income. What that means for your AOW and your pension is explained in AOW, pension and tax in Albania.

How do you check who the owner is?

Albania has a complicated property history. The land registry, the ASHK (Agjencia Shtetërore e Kadastrës), is still working on buildings without a title deed and on informal construction. If you rent, you want to be sure the landlord is also the owner.

You request official information about a property via e-Albania, with the service "Informacion zyrtar i pasurisë" (official information about a property). Ask the landlord for that extract, or for the property number, so you can request it yourself. A landlord who cannot show it may be renting out a property without a title deed. Your lease may then cause problems later with the registration or the bank.

What else goes in your lease?

Because we could not check the tenancy rules at the source, we give you no periods or amounts as fact. At the very least, agree the following in writing:

  • The duration. At least six months if you want to become a tax resident, and a year if you want certainty.
  • The deposit. How much, and when you get it back.
  • The notice. How far in advance, for you and for the landlord.
  • The costs. Who pays water, electricity, internet and the municipal charges.
  • The currency. In lek or in euros, and how you pay.

Albania's currency is the lek. On 26 October 2026 one euro was worth 90.80 lek according to the Bank of Albania. A rent of 50,000 lek is therefore about €550. How to open an Albanian account is explained in banking and payments in Albania.

If the owner rents to you, he pays 15 percent tax on the rental income himself (article 24(3)). A landlord who will not sign a lease may be avoiding that tax. For you, a lease without a signature is worthless: you cannot use it to prove your address.

If you want to buy after a while, read buying a house in Albania. As a foreigner you may not buy agricultural land, and building land only after a substantial investment.
