The first weeks in Ecuador: the cédula first, and keep an eye on the clocks
After arriving in Ecuador everything revolves around the cédula, the identity card. The Cancillería's orden de cedulación is valid for only 15 working days, so go to the Registro Civil quickly after that. With the cédula come the IESS, the bank and the driving licence. Meanwhile deadlines run: six months for your household goods, 120 days for temporary tax residence and 30 days for your Dutch driving licence.

The first weeks in Ecuador revolve around one document: the cédula, the identity card for foreigners. Almost everything that follows asks for it: joining the IESS, your driving licence, and identification at many institutions. The road to it has a short deadline. The Cancillería's orden de cedulación is valid for only 15 working days. Meanwhile other clocks are running, such as the six months for your household goods and the 120 days for temporary tax residence.
| Clock | Deadline | What happens if you miss it |
|---|---|---|
| Orden de cedulación | valid for 15 working days | apply again |
| Collecting the cédula, if not the same day | 90 days after your details are taken | |
| Registering household goods with customs | at the latest 6 months after your entry | ordinary import, with duties |
| Confirming your address after release of your goods | within 3 months, with a utility bill | |
| Temporary tax residence | conditions within 120 days of entry | no five years of tax on Ecuadorian income only |
| Dutch driving licence | 30 days | exchange it or get an international driving permit |
| Certificate of migration movements | valid for 30 days | apply again, 8 dollars |
What do you do at the airport?
You show your passport with visa at the Ministerio del Interior's border control. A foreign resident shows a valid passport and a valid visa, later also the cédula, and gets the registration of their entry. NederlandWereldwijd recommends making sure you get an entry stamp, to avoid problems on departure.
If your pet travels with you, you show the health certificate there; see pet to Ecuador. Declare any cash you bring; see banking and payments.
What do you arrange in the first two weeks?
The cédula. You make an appointment at a Dirección Zonal of the Cancillería for the orden de cedulación. It costs 10 dollars, and you show your passport with visa and proof that the ground for your visa still exists. With the orden you go to the Registro Civil within 15 working days. There you pay 5 dollars, show your birth certificate with apostille and translation, and your fingerprints and photo are taken. In offices with a printer you get the card the same day. Exactly how it works is in registration and numbers.
Only make the appointment for the orden once your birth certificate with apostille and translation is ready. Otherwise the 15 working days run while you are still waiting for papers.
Meanwhile you look for a home. A rental contract above 482 dollars a month must be in writing; see renting in Ecuador. Ask the landlord for a recent utility bill for the address: you need it for a bank account at BanEcuador and to confirm your address with customs.
And after that?
With the cédula you can join the IESS, if you want public healthcare; until then you need your own policy. See healthcare in Ecuador. Open an account for your daily payments and possibly your IESS contribution.
You arrange your household goods through a customs broker, from one month before to six months after your entry. After release you confirm your address within three months. See household goods to Ecuador.
If you want to drive, you exchange your licence at the ANT. Only apply for the certificate of your migration movements when you need it, because it is valid for 30 days. See car and driving licence.
Which clocks run in the longer term?
If you want temporary tax residence, you meet the conditions within 120 days of entry and notify the SRI. If you are in Ecuador for 183 days or more this tax year, you become tax resident; you file in March of the following year. See AOW, pension and tax.
Your visa is valid for two years. After 21 months of continuous residence you can apply for permanent residence, before your visa expires; see the residence routes. If you imported your household goods free of duty, you may be outside Ecuador for at most 90 days a year in the first two years. Where each step falls is in the route to Ecuador.
In Vertrekklaar this is phase 2 of 5 of the journey, step 2.9: the same steps, but for your situation — in your order, tickable, and with the deadlines watched. See the whole journey to Ecuador or go straight to step 2.9 in the open plan.

Banking and payments in Ecuador: an account with your passport, but money abroad costs 5%
Ecuador pays in US dollars. You open a savings account at the state bank BanEcuador with your cédula or passport and a recent gas, water or electricity bill. Anyone sending or taking money out of Ecuador pays the Impuesto a la Salida de Divisas above an exemption: 5% in 2026. The SVB pays your AOW in euros.

Registration and numbers in Ecuador: the orden de cedulación, the cédula and the RUC
With a residence visa you get a cédula in Ecuador, the identity card. First you obtain an orden de cedulación from the Cancillería (10 dollars, valid for 15 working days), then the Registro Civil makes the card (5 dollars). You only need the RUC, the SRI's tax number, if you have an economic activity in Ecuador.

School in Ecuador: thirteen years of compulsory education, and first have the school years recognised
In Ecuador ten years of basic education and three years of bachillerato are compulsory, and public education is free. Anyone coming from the Netherlands has their child's school years recognised by the Ministry of Education; that is free and can be done online. The ministry then decides which grade your child joins. Your child comes along on your visa, as an amparado.
