What does emigrating to Estonia cost?
Answer four questions and you have an honest range for your situation. For every item you see whether it's a checked rate or an estimate. The paperwork costs tens of euros here. The money is in the kilometres, the deposit and, since 2025, the car.

A rough indication for your situation
A few short questions, and you get a range instead of an amount. That's deliberate: an exact figure would suggest a precision nobody has.
Count on a total of
€ 1.600 – € 4.500
Where does that difference come from?
- The first months€ 1.500 – € 4.000
Below you'll find per item where the upper and the lower limit come from.
- Aanvraag en papieren
- € 45 – € 150
- De verhuizing
- € 80 – € 350
- De eerste maanden
- € 1.500 – € 4.000
Every item, one by onePer item the amount, the source and whether it's a rate or an estimate
Aanvraag en papieren
- Estonian ID card (PPA state fee)€ 45 – € 45
- Certificates and any translations(estimate)€ 0 – € 80
De verhuizing
- Travel(estimate)€ 80 – € 350
The distance sets the cost: about 2,100 kilometres by road. That is two days' driving with one overnight stop. You can also drive less and take an overnight ferry across the Baltic, from Travemünde to Liepāja or via Helsinki. Flying goes via a connection, or with a low-cost carrier to Riga and then the last two hours by road.
De eerste maanden
- The first months(estimate)€ 1.500 – € 4.000
On signing you pay a deposit of one month, plus often an agency fee of one month. Then come double housing costs in the search months, and living costs until the first Estonian salary. Tallinn rents well below Dutch urban levels. But in winter be sure to add the kommunaalid, the extra housing costs such as heating and service charges. These often fall outside the bare rent.
And if you buy a house?
This calculation assumes renting: the first months include deposit and rent in advance.
If you buy, count on 1 to 5% of the purchase price on top of this amount. On a home of € 250,000 that's € 2.500 to € 12.500.
Estonia has no transfer tax and no stamp duty (a tax on deeds) on homes. That makes it the cheapest country on this list. What remains is the notary (300 to 1,200 euros) and registration in the land register (around a hundred euros). If you pay cash and without a buyer's agent, it stays under 1%. With an agent and a mortgage it rises to 3 to 5%.
An order of magnitude based on averages, not a quote. The real amounts depend on your occupation, your route, the season and dozens of choices you still have to make.
Rates checked on 19 August 2026.
