Working on Saba: free, without unemployment benefit, on an island where the government is the largest employer
With the declaration by operation of law you may work on Saba, and the minimum wage there is $ 10.66 an hour. But an unemployment benefit only exists from 2027 and then for at most three months, social assistance requires five years of residence, and a pension outside government is a point of negotiation. The honest story about working on an island of two thousand people, where the Public Entity itself employs some 180 people.
Working on Saba is without barriers for Dutch citizens: the declaration by operation of law confirms that you may live and work, and there is no separate work permit. What it brings in is fixed: the minimum wage in 2026 is $ 10.66 an hour, a few cents below Bonaire. What is missing behind it is the same gap as on Bonaire, but on a smaller market: no unemployment insurance until 2027, social assistance that only opens after five years, and a labour market of two thousand people on which the Public Entity, with some 180 employees, is itself the largest employer.
The wage: indexed, and different per island
The Ministry of Social Affairs sets the minimum wage per island and indexes it annually to the island's own inflation: for Saba in 2026 by 3.5% to $ 10.66 an hour for whoever is 21 or older, with youth wages from 90% at twenty down to 65% at sixteen and seventeen. The maximum daily wage for sickness and accident insurance is $ 284.59 on Saba for a five-day week. What that is per month depends on your hours, and what is left of it on the island: housing is scarce, groceries come by boat via Sint Maarten and the ABB on imports is 6%. Whoever weighs an offer therefore does not convert to euros but to renting on Saba.
The safety net that is not there yet
This is the core. The RCN writes it itself: in the Caribbean Netherlands there is currently no benefit for employees who lose their job. The Temporary Unemployment Provision Scheme BES was published in the Government Gazette on 8 July 2026 and enters into force on 1 January 2027, up to and including 2031: a benefit of at most three months for whoever loses their whole job through no fault of their own and worked at least an hour in 26 weeks in the ten calendar months before; civil servants fall under the redundancy pay scheme. The only other safety net is social assistance, and that requires that you are eighteen or older and either an island child or have lived on the islands lawfully and uninterruptedly for five years. The basic amount on Saba is $ 273 per two weeks, with supplements for living independently and for children, and never more than the minimum wage. A Dutch citizen who loses their job in year two therefore falls back on savings, and on an island with one employer per sector the next job is not around the corner.
| Situation | What applies (2026) |
|---|---|
| Minimum wage Saba, 21 and older | $ 10.66 an hour |
| Minimum wage age 18 | $ 8.00 an hour |
| Maximum daily wage Saba, five-day week | $ 284.59 |
| Ill | employer pays at least 80% of the daily wage; report to the employer, the insurance doctor calls within two working days |
| Maternity leave | 16 weeks at 100% of pay, 20 for a multiple birth |
| Dismissal through no fault of your own | one-off cessantia; in bankruptcy through SZW, apply within a year |
| Dismissal by the employer | only with a dismissal permit; summary dismissal contested in court |
| Unemployed from 1 January 2027 | temporary scheme, at most 3 months |
| Social assistance Saba | 18+, island child or five years' residence; basic amount $ 273 per two weeks |
| Pension in government service (PCN) | average salary, 1.75% of the base per year |
Pension: read what is not in your contract
Whoever works for the government accrues a pension with the Pension Fund Caribbean Netherlands, an average-salary scheme of 1.75% a year. Outside that, an employer's pension on the islands is a condition of employment to negotiate, not a given. Add to that the fact that your Dutch AOW accrual stops and the Caribbean AOV starts from zero, two percent a year, and the pension gap is the quiet main question of this move; the sums are in AOW, AOV and tax on Saba.
Ask about the pension before you sign, and about the buffer before you leave. Until 2027 there is no unemployment benefit, after that three months. Six months of fixed costs in the bank is no luxury on Saba but the only insurance you have.
Where do you work, and for whom?
The Public Entity itself writes that the National Office for the Caribbean Netherlands runs taxation, policing, immigration, health, education and social security on the island, and that its own organisation counts about 180 people; the vacancies are on the Public Entity's site. Beyond that there are Saba Cares, the two schools, the electricity company with its 1,300 connections and the medical university. Whoever wants to start their own business pays the business licence at the Receiver's Office; the procedure itself is not on the Public Entity's site, so ask about it before you invest. The RCN unit SZW is on Cap. Matthew Levenstone Street in The Bottom, open Monday to Thursday from 8 to 12, without consultation hours: you walk in for questions and applications. What comes on arrival, and in which order, is in your first weeks on Saba and on /saba.
In Vertrekklaar this is phase 1 of 5 of the journey, step 1.2: the same steps, but for your situation — in your order, tickable, and with the deadlines watched. See the whole journey to Saba or go straight to step 1.2 in the open plan.

The five keys to America: which routes really exist?
There is no general emigration route to the United States. You need a specific key: an employer, a business of your own, extraordinary talent, family, or luck in the lottery. This is what each route demands — and why ESTA is none of them.
