Moving to Saba: the same admission act, an island of two thousand people
Saba is a special municipality of the Netherlands, and yet an admission act applies that also covers Dutch citizens. The declaration by operation of law costs USD 171 and is requested by e-mail from the IND counter in The Bottom, which is open only four mornings a week. Then comes registration at the Census Office, the $ 14 ID card and the BSN.
Yes, as a Dutch citizen you may live on Saba, and no, it does not happen by itself. Saba has been a special municipality of the Netherlands since 10 October 2010, but the Admission and Expulsion Act BES expressly applies to Dutch citizens born outside the islands too. What it costs: USD 171 in fees for the declaration by operation of law, $ 14 for the ID card and nothing else. The trap is the scale: the IND counter in The Bottom is open four mornings a week, you request an appointment by e-mail and the reply takes up to three weeks.
When do you need the declaration by operation of law?
The RCN names the threshold itself: whoever wants to live on Bonaire, Sint Eustatius or Saba for more than 180 days per 365 days, or stay more than 90 days and work or do an internship, applies to the IND unit Caribbean Netherlands for a declaration of admission by operation of law. It is not a permit but proof of a right you already have. Without that paper the Census Office cannot register you, and without registration there is no ID card, no health insurance and no bank account. With the declaration you may work.
You bring: the completed form MBES08, your passport, proof of housing and proof of sufficient income, not below the minimum wage; the form states per situation which proof the IND wants to see. Only complete applications are processed. You need not hand in a certificate of conduct if over the past five years you lived only in the European Netherlands, Curaçao, Sint Maarten or the Caribbean Netherlands; the IND then requests that document itself. If you lived in the United States in between, you submit an FBI certificate with apostille no more than three months old.
How does the IND counter on Saba work?
Dutch citizens make an appointment by e-mail, for Saba via INDSaba@rijksdienstcn.com, with the full names and dates of birth of yourself and your family members and which declaration you want. Within three weeks you receive a date and time. You arrive a quarter of an hour before the appointment at the counter on Cap. Matthew Levenstone Street in The Bottom, open Monday to Thursday from 08.00 to 12.00; on Friday the counter is closed. If your application is complete and you have paid the USD 171, you are given proof that the application is pending. The IND aims for a decision within two months and may legally take six; you collect the declaration at the counter, with your passport.
Start with the e-mail, not with the flight. Three weeks waiting for an appointment, then two to six months of processing: whoever only starts after arrival spends months on the island without the paper every other counter asks for. The e-mail can be sent from the Netherlands; the appointment is in person.
What does the Census Office ask at registration?
After approval, registration in the population register is compulsory. The Census Office at Power Street 1 in The Bottom wants from whoever was not born on the islands: a valid passport, a birth certificate, the proof of deregistration from your previous place of residence, proof of your address on Saba and the IND residence document. Everyone, including a minor, must appear in person. The office is open Monday to Thursday from 08.30 to 11.30 and from 13.15 to 16.00, on Friday until 11.00. The five-day deadline that Bonaire mentions on its site is not on Saba's page; do not wait with it all the same, because everything that follows depends on it.

ID card and BSN: the island's two numbers
After registration you apply for the ID card, from age twelve, with your passport; $ 14 for an adult and $ 3 for a child. That card is on Saba what the sédula is on Bonaire: proof that you are registered, and the key to the health insurance and the bank. The BSN has been added automatically since November 2025: everyone who registers on the islands receives a citizen service number, with which you can apply for DigiD; the local ID number remains in use for the time being.
How does this differ from Bonaire?
Not in the law, but in the scale. The declaration, the fees and the certificate-of-conduct rules are the same on all three islands. Renting on Saba: twenty social homes, a rent committee in the making and your landlord's signature
On Saba you may rent freely as a Dutch citizen, but there is almost nothing to rent: the government counts about forty households on the waiting list and had twenty social homes built. The rent committee the law prescribes is still being set up on Saba. And the lease is more than an address: it is your proof of housing for the IND, and without the owner's signature you get no electricity connection.
