Bank and payments on Saba: the dollar, one bank in Windwardside, and a euro transfer that costs money

Yes, you open a local bank account on Saba, and you need it. The currency is the US dollar, and the Minister of Finance wrote it in answer to parliamentary questions without detours: whoever on the BES islands depends on the local banks pays extra commissions per transaction for transfers in euros, comparable to the rates outside the SEPA area. The difference from Bonaire is in the number of counters. Saba has one bank, a branch of the Windward Islands Bank in Windwardside, with ATMs in Windwardside and The Bottom; the fees are on the bank's site, which operates from Sint Maarten. What you need is the chain of your arrival: registration, ID card and the Tax Administration's CRIB number. What you get back: since 1 January 2025 a deposit guarantee up to $ 25,000 per person per bank.
Why does your Dutch account only half work here?
The Caribbean Netherlands belongs constitutionally to the Netherlands, but has the status of overseas country and territory towards the European Union. As a result the European payment accounts directive does not apply there: residents of Saba have no right to a basic payment account at a Dutch bank, and a bank may close a euro account for whoever no longer lives in the European Netherlands. The government was preparing an amendment to the Financial Markets Decree BES so that Dutch banks can offer accounts on the islands without an extra licence. Practically: ask your Dutch bank in writing before departure whether the account may stay open with an address on Saba, keep it for your pension and your Dutch tax return, and let salary and fixed costs run in dollars.
What do you need to open an account?
The Public Entity's ID card, $ 14, is the island's identity document and only exists after your registration. The Tax Administration Caribbean Netherlands creates the CRIB number automatically for every resident aged 15 to 65 once you are registered at the Census Office; you collect it in person at the counter on Matthew Levenstone Street in The Bottom, open Monday to Friday from 9 to 13, with your identification. Your employer needs it for payroll and you for every payment to the Tax Administration. The Windward Islands Bank lets you open an account digitally, with identification and signing online, for residents and non-residents; what it asks as proof of address and income is on the site and differs per type of account, so bring your lease and employment contract alongside your ID card and passport.

What does money from the Netherlands cost?
The bank charges $ 6 for an incoming transfer in dollars or euros, and the correspondent bank's charges come on top, depending on the amount: for an amount between € 1,000 and € 5,000 that is € 20 on receipt and € 30 on sending, rising to € 50 and € 100 above € 50,000. A euro account at the local bank costs € 37.50 a month, a dollar account $ 6. Whoever has their pension transferred every month therefore pays every month again; whoever transfers quarterly pays four times a year. Buying foreign currency at the counter costs 5.5%. The deposit guarantee is free and automatic: if a bank with a DNB licence fails, De Nederlandsche Bank reimburses balances on current and savings accounts and term deposits up to $ 25,000 per person and per bank, regardless of the number of accounts.
The CRIB number is your key, and it only exists after registration. Without that number your employer cannot process your pay and you cannot file a return. The bank is thus the last link of a chain that begins with the declaration by operation of law.
What do you arrange in the first weeks?
First the registration and the ID card, then the CRIB number at the Tax Administration's counter, then the bank. After that switch salary, rent and the bills of Saba Electric Company and Satel to the dollar account; the electricity company accepts online banking from the local bank, cash at the cashier and a local debit card. The chain after landing is the same on Saba as on Bonaire, but every counter is smaller and usually open in the morning: the IND appointment by e-mail, the declaration by operation of law, the registration at the Census Office with the whole family, the $ 14 ID card, and only then the health insurance, the CRIB number and the bank. Whoever carries the proof of deregistration and a birth certificate and knows the opening hours is settled in a few weeks; whoever arrives on a Friday waits until Monday.

Moving to Saba: the same admission act, an island of two thousand people
Saba is a special municipality of the Netherlands, and yet an admission act applies that also covers Dutch citizens. The declaration by operation of law costs USD 171 and is requested by e-mail from the IND counter in The Bottom, which is open only four mornings a week. Renting on Saba: twenty social homes, a rent committee in the making and your landlord's signature
On Saba you may rent freely as a Dutch citizen, but there is almost nothing to rent: the government counts about forty households on the waiting list and had twenty social homes built. The rent committee the law prescribes is still being set up on Saba. And the lease is more than an address: it is your proof of housing for the IND, and without the owner's signature you get no electricity connection.
