In the second quarter of 2026 a rented home in Israel cost an average of 5,086 shekels a month. That is measured by the Central Bureau of Statistics, the Israeli statistics office, from the leases it collects. The difference per city is large: in Tel Aviv you pay an average of 7,421 shekels, in Beer Sheva 3,183. Anyone making aliyah gets rental assistance from the eighth month. For those returning as an Israeli or coming as a partner, the sources mention no rental assistance.

What does a rented home cost per city?

Average monthly rent in shekels, second quarter of 2026, according to the CBS:

City Average 2.5 to 3 rooms 3.5 to 4 rooms
Tel Aviv 7,421 7,093 8,872
Jerusalem 5,347 4,890 6,180
Netanya 4,816 4,116 5,273
Haifa 3,405 3,119 4,061
Beer Sheva 3,183 2,788 3,501
All of Israel 5,086 4,466 5,454

Rents are rising steadily. At the end of 2024 the national average was still 4,817 shekels; a year and a half later it is more than 5 per cent higher. The CBS counts in rooms, not in square metres. So always ask how big the home is when you see an advert.

Can you get rental assistance as a newcomer?

As an oleh, yes. According to the Jewish Agency, rental assistance starts in the eighth month after aliyah and runs for at most five years. How much you get depends on your marital status and on the number of years you have lived in Israel. The benefits for olim are mostly administered by the Ministry of Aliyah and Integration.

There is also a discount on the arnona, the municipal tax on your home. Olim get up to 90 per cent off, for at most 100 square metres, for twelve months in one of the first two years after aliyah.

If you come as the partner of an Israeli or with a work visa, none of the sources mentions a rental scheme for you. Budget for the full rent and the full arnona.

Why is the lease more than a lease?

Because it proves your stay. Bituach Leumi, the National Insurance Institute, asks for proof that your centre of life is in Israel. A lease is listed explicitly, alongside a purchase deed, an employment contract and your children's school registration. For anyone coming with an A/1 or A/5 visa, that proof is needed to become a resident and to get into state health insurance. For a returning Israeli, the lease helps show that his life has really moved to Israel.

So make sure the lease is in your own name, with the address and the term in it.

Where had you better not rent?

Look at the travel advice first. In the travel advice of NederlandWereldwijd, last changed on 24 September 2026, colour code red applies to the border areas between Israel and Gaza, between Israel and Lebanon, to the Golan Heights and to the border strip with Egypt, except the border crossing near Eilat. The rest of Israel is yellow: you can travel, with particular security risks. If the air-raid siren sounds, the travel advice says to find a shelter or another safe place immediately. Ask at a viewing where the nearest shelter is.

If you live in East Jerusalem, on the West Bank or on the Golan Heights, the Dutch treaties fall away. The SVB excludes those areas from the AOW treaty. According to the minister, anyone who starts receiving AOW there as a single person since 2016 gets the AOW for married people, and the tax treaty does not apply there, so the Netherlands taxes your benefit. See AOW, pension and tax.

What do you arrange before you sign?

On deposits, term and notice we could not read an official source: the websites of the Knesset and the Israeli government refuse automated requests. So we give no rules here. Have the lease read by someone who reads Hebrew and knows the law before you sign or transfer a deposit.

If you would rather buy, read buying a house in Israel. What comes after the keys is in the first weeks.
