What does emigrating to Zanzibar cost?

Answer a few short questions and you have an honest range for your situation. Each item says whether it's a checked rate or an estimate. The permit differs per route: according to the Tanzanian immigration service, class C-2 for retirees costs 500 dollars, class B-1 for an employee 2,000 dollars and class A-3 for an investor 3,000 dollars. Every adult pays 44 dollars on arrival for the compulsory Zanzibar travel insurance. Beyond that the money is in the move by sea, the rent and the first months. We say one thing honestly: the cost of the Zanzibar work permit isn't published officially anywhere, so that item has no amount.

A rough indication for your situation

A few short questions, and you get a range instead of an amount. That's deliberate: an exact figure would suggest a precision nobody has.

Who's coming along?
Are you taking your household contents?
Is a pet coming along?
Are you taking your car?

Count on a total of

€ 3.800 – € 14.500

Where does that difference come from?

  • The first months€ 3.000 – € 9.000
  • The residence permit and the re-entry pass€ 0 – € 2.800

Below you'll find per item where the upper and the lower limit come from.

Aanvraag en papieren

  • The visa for Tanzania, also valid for Zanzibar€ 40 – € 95
  • The residence permit and the re-entry pass€ 0 – € 2.800
  • VOG, certificates and legalisation(estimate)€ 100 – € 400

The amount depends on your route and the number of documents. Tanzania isn't a party to the apostille convention, so your papers are legalised: first at the Consular Service Centre of Foreign Affairs (€ 10 per document), then at the Tanzanian embassy in The Hague, whose fee we couldn't read. A VOG through the municipality costs € 41.35. For the home route Immigration asks for a police clearance from your country of origin. A couple with a marriage certificate, birth certificates, two VOGs and the pension letters quickly reaches eight documents. Whoever starts too early and has to redo things is at the top.

De verhuizing

  • Flights(estimate)€ 450 – € 1.200

The spread sits in the season and the luggage: whoever travels with two extra suitcases pays the top. The amount is for one way from Amsterdam to Zanzibar, with a change. Whoever goes for a season every year pays this again per trip.

  • The mandatory Zanzibar travel insurance (ZIC)€ 35 – € 45

De eerste maanden

  • The first months(estimate)€ 3.000 – € 9.000

This item consists of rent paid in advance, furnishing what didn't come along, and the months in which you still have double costs. We found no legal rules for a deposit or advance payment; what a landlord asks in advance is in the contract. On a tenancy agreement you pay stamp duty, a duty collected by the ZRA: 0.5 percent, paid by the tenant. Rents differ widely between Stone Town, the coast and the interior. Also count the currency risk: your income comes in euros, and according to the Bank of Tanzania prices such as rent should be in shillings.

  • The NIDA registration, the Tanzanian identity card€ 0 – € 95
  • Bank, phone, adviser and the first desks(estimate)€ 200 – € 800

Small money, but it's here because it all comes at once in the first weeks. It's about an account on Zanzibar, a local SIM card, which you register with your fingerprint, the copies and legalisations you hand in at desks, and a tax adviser for the questions about your residence and your Dutch pension. Without a tax treaty that advice is no luxury.

  • The temporary Zanzibar driving permit(estimate)€ 15 – € 50

Deliberately no amount here

  • The Zanzibar work permit, if you're going to work

There is deliberately no amount here. Whoever goes to work on Zanzibar first needs a work permit from the Labour Commissioner of Zanzibar, and only then the residence permit. Zanzibar arranges that permit itself, under the Employment Act of 2005. The fee is set by the minister in the Gazette, the official journal, and we found no official fee list. An investor with an approved investment is exempt from the fee under the law. Ask your employer or ZIPA, the Zanzibar investment authority, for the amount.

And if you buy a house?

This calculation assumes renting: the first months include deposit and rent in advance.

If you buy, count on 0.5 to 1% of the purchase price on top of this amount. On a home of € 250,000 that's € 1.250 to € 2.500.

This percentage only contains the stamp duty, the duty collected by the ZRA, the Zanzibar tax authority: 1 percent of the value, paid by the buyer. If you buy a home of at least 100,000 dollars in a real estate project approved by ZIPA, the Zanzibar investment law of 2023 gives 50 percent off that stamp duty. Registration at the land administration and a lawyer come on top; for those we found no official rate.

Note: buying isn't simply allowed here

A foreigner can't own land on Zanzibar. All land belongs to the state. At most you get a lease, a long-term right to use that land: under the law up to 49 years, renewable. You may not sell, transfer or sublet such a lease, and if you don't develop the land within thirty months, the minister can end it. In a real estate project approved by ZIPA you buy a home. From 100,000 dollars that can be the route to a residence permit (Class C-11).

It also watches the clocks: the 90 days of your visa, the two years of your permit, the 90 days in which your household goods must arrive, the one year for the voluntary AOW insurance, and for half of each year the eight months of the registration.
