Driving licence in America: the test again, a deadline per state, and the Dutch renewal that is possible

Can you drive in America on your Dutch licence? Yes, but briefly. Each state regulates its own driving licences, and the period within which a new resident must hold its own licence runs from ten days in California to ninety in Texas. What it costs is modest (Florida charges $48 for an ordinary licence), but the pitfall is in the procedure: exchanging without a test, as within the EU, does not exist in the big states for a Dutch licence. You take the knowledge and driving tests again, and New York even takes your Dutch licence in at the road test. How long may I drive on my Dutch licence?

As long as you are a visitor, your Dutch licence is valid. The moment you become a resident of a state is the moment the clock starts, and that clock differs:

Florida attaches something else to that: your car must be on Florida insurance, title and registration within ten days of establishing residency. And what "residency" is, the state defines itself: in Florida you are a resident, among other things, as soon as you work there, enrol your children in a public school or register to vote.

Why can't I simply exchange?

Because the states agree that per country, and the Netherlands rarely appears on those lists. Texas names its exempt countries explicitly: France, Germany, South Korea, the United Arab Emirates and Taiwan. Whoever holds a Dutch licence therefore takes the knowledge and the skills exam in Texas. New York requires a written test, a five-hour course and a road test from everyone who becomes a resident, and asks for an International Driving Permit or a certified translation if the licence is not in English. California has you take the knowledge test, a vision exam and a driving test. Only Florida keeps an option open: a vision test is mandatory, but the written and road tests may be waived. Ask at the office where you apply.

New York takes your Dutch licence in. Whoever passes the road test in New York must hand their foreign licence to the examiner. If a Dutch renewal or a return is coming up, decide before the test what you want to do with that document, because after handing it in you no longer have it.

Can I renew my Dutch licence from America?

Yes, and that is the rule many emigrants miss. Renewing through the RDW from abroad is only possible if you hold Dutch (or another EU/EFTA) nationality, live outside the EU or EFTA and are no longer registered at a Dutch address. Whoever lives in the US meets exactly that. You request the application form online from the RDW, which sends it to a correspondence address in the Netherlands, and send it with your old licence, a copy of your passport and a passport photo no older than six months to the RDW in Veendam. The RDW takes the application in hand within ten working days; after approval the new licence is at your Dutch correspondence address within five working days. If you are 75 or older, or your licence expires on or after your 75th birthday, a Certificate of Fitness from the CBR goes with it.

If you meanwhile hold a valid American licence, you need not renew the Dutch one: with your American licence you may also drive in the Netherlands, and you renew the Dutch one only once you live in the Netherlands again, without a new test.

What is REAL ID, and do I need it?

Since 7 May 2025, airport security on domestic flights asks for a REAL ID-compliant driving licence or identity card. Your passport is an accepted alternative, so you can fly without an American licence. In New York, non-citizens with proof of lawful presence qualify for a REAL ID; whoever is on a temporary status gets a licence marked "temporary visitor" with the expiry date of their residence document. If your status is extended, you go back to the office with the new papers.

What you can do now

Look up the DMV page of your own state and note the deadline; it starts not at arrival but at establishing residency, and those two often fall on the same day. Have your Dutch licence translated if the test office asks for it; the Dutch embassy and consulates do not do that. And plan the test early, because a car is no luxury in most states.
