Renting on Aruba: free prices, a Rent Service that decides on notice, and the contract Censo wants to see

Rents on Aruba are free, but ending and raising them are not: without the consent of the Rent and Consumer Affairs Service a tenancy cannot be ended and the rent cannot go up, and that service costs you nothing. The contract is moreover the paper Censo and DIMAS are waiting for. What the government does and does not regulate, and what to check before you sign.

Yes, renting on Aruba needs no permit or prior consent: the government says so itself, "in Aruba the rents on the housing market are free", and the price depends on size, state of repair and location. But the free market stops at the contract: under the Rent Commission Ordinance a tenancy cannot be ended and the rent cannot be raised without the consent of the Rent and Consumer Affairs Service (DHC), and that service mediates, inspects and sets the rent without costs. The find on the government site is the pace: the rent commission handled 296 cases in 2024, a case takes six weeks, and there are no costs attached. The pitfall sits before signing: Censo wants to see a tenancy or purchase agreement or written permission from the homeowner at your registration, and the Admissions Handbook names suitable housing as a condition for your permit. The contract is therefore not the last piece but one of your first papers.

What does the government regulate, and what not?

Not the price. According to the government page Aruba has "many estate agents and brokerage offices" and an informal circuit of colleagues and acquaintances; the social housing of the FCCA foundation is for Arubans with a low or modal income (at most Afl. 3,125 a month) and usually not relevant for newcomers. What the government does regulate to a high degree is on the same page: rent setting, notice, rent increases, mediation, inspection and information. The DHC was created for that, and every service is free:

  • Rent setting. Tenant and landlord may both ask the DHC to set the rent; collect and submit the application form in person.
  • Notice. Without the DHC's consent a tenancy cannot be ended, unless both parties agree.
  • Rent increase. That too needs the DHC's consent.
  • Mediation and inspection. In a dispute the Inspection department mediates at the request of either party; at the start and end of the tenancy it can record the state of the property and issue a report.

That inspection is the instrument you want for a deposit: a government service's report on the state at move-in is worth more than your own photos.

Why does my registration hang on the contract?

At registration in the population register everyone coming from outside hands in "a tenancy or purchase agreement for the home or written permission from the homeowner with a copy of his/her identity document", next to passport, birth certificate, deregistration proof and the DIMAS decision. Without an address no registration, and without registration no cedula, no AZV and no bank. And the permit itself: the Admissions Handbook requires for Dutch professionals "suitable housing, good health, sufficient means of support and a certificate of good conduct". Whoever spends the first weeks in a holiday flat therefore arranges the owner's signed permission in advance, or the chain stands still.

What do I check before I sign?

Three things the government does not arrange for you. The deposit: the government page names no legal amount, so what you agree applies, and you want that on paper, with the DHC inspection as the move-in report. The term and notice: because notice is only possible with the DHC's consent, a landlord who wants to stay "flexible" is a landlord going around the law; ask for a written contract with a clear end date or notice period. And the additional costs: electricity, water and internet are, on an import island, the items the bill overruns on; the cost indication for Aruba works through the first months, including temporary accommodation until the container arrives.

What is the pitfall?

A verbal agreement is on Aruba no tenancy agreement for Censo and no housing for DIMAS. Whoever lands without a signed contract cannot register, and without registration the AZV window does not start running. Sign before departure, or have the owner prepare the written permission with a copy of ID.

Keep renting in the first year. What you learn then about the island, the neighbourhoods and the fixed costs cannot be undone after a purchase, and your permit has to be renewed once in that year anyway.
