Pet to Uruguay: chip, rabies, deworming and an NVWA stamp
A dog or cat may go to Uruguay with a valid rabies vaccination, a deworming shortly before departure and a vet's statement, or with the EU pet passport, provided an official vet has stamped it. In the Netherlands that is the NVWA. Dogs need a microchip and, as a rule, a negative leishmaniasis test at most 60 days old.

Taking a dog or cat to Uruguay is possible, with a fixed set of papers. The ministry of livestock, agriculture and fisheries, the MGAP, wants to see an international health certificate on arrival from the official authority of the country of departure. The EU pet passport may be used instead, but only if an official vet has signed and stamped it before departure. In the Netherlands the NVWA does that, by appointment in Utrecht. Without that stamp Uruguay does not accept the passport.
| What | Dog | Cat | Timing |
|---|---|---|---|
| Microchip | required | ||
| Rabies vaccination | valid according to the manufacturer | same | first vaccination at least 21 days before arrival |
| Clinical examination by a vet | required | required | within 10 days before the certificate is issued |
| Deworming, internal and external | required, internal with praziquantel | required | within 15 days before the certificate is issued |
| Leishmaniasis test | negative, from a country not declared free; always with the EU passport | at most 60 days before arrival | |
| Notice when travelling as cargo | 72 working hours in advance to the MGAP | same | |
| NVWA appointment for legalisation | request at least 14 working days in advance |
Certificate or EU passport?
The MGAP accepts two forms. The first is a Certificado Veterinario Internacional (CVI), issued by the official authority of the country of origin on a Mercosur model. The second is an official passport, such as the EU pet passport. It must be valid, contain all the data Uruguay asks for (chip, rabies, deworming, health examination and for a dog the leishmaniasis test), and be signed and stamped by an official vet of the country of departure.
An EU pet passport without the NVWA stamp is not accepted in Uruguay. Email the NVWA at least 14 working days in advance for an appointment in Utrecht. Your vet must already have filled in everything, and your animal does not come to the appointment.
How do you plan the timing?
Work back from the day of arrival. The short periods depend on the issue of the certificate or the stamp in the passport:
- the clinical examination by your vet within ten days before;
- the deworming, internal and external, within fifteen days before; for a dog with a product containing praziquantel;
- the NVWA stamp, at an appointment you request at least fourteen working days in advance.
The long periods depend on arrival. A rabies vaccination given for the first time must have been given at least 21 days before arrival. A leishmaniasis test for a dog may not be older than 60 days on the day it enters Uruguay.
This gives a narrow window: the examination and the deworming come just before the stamp, and the stamp just before the flight. Plan the NVWA appointment first, and the vet around it.
Must you register your animal in advance?
If your animal travels with you in the cabin or as baggage, you need no prior permission from the MGAP. If your animal arrives as cargo at Carrasco airport, the airline, the cargo agent or you yourself notify the MGAP of the arrival at least 72 working hours in advance, and you send the scanned documents by email beforehand.
Animals other than dogs and cats, such as rabbits or birds, need separate permission from the Dirección de Sanidad Animal. It costs 165 pesos.
What does the NVWA say?
The NVWA advises starting well in time: preparation can take weeks to well over six months, depending on the country. The NVWA's Exportassistent shows per country whether there is a fixed certificate with instructions. If Uruguay is not listed, you ask the NVWA for the requirements by email.
What about kittens and puppies?
An animal younger than three months may come if the official vet confirms its age and declares that it has not been at a place where rabies occurred in the last ninety days. Discuss with your vet how that fits with the first rabies vaccination, which must be given at least 21 days before arrival.
What if you leave again?
If your animal stays less than 30 days, it can return with the certificate it entered with, if its validity allows. Anyone moving stays longer and arranges a new certificate when leaving Uruguay.
The rest of your move, such as household goods, is in household goods to Uruguay. Where the pet fits into the order of your departure is shown in the route to Uruguay.
In Vertrekklaar this is phase 4 of 5 of the journey, step 4.4: the same steps, but for your situation — in your order, tickable, and with the deadlines watched. See the whole journey to Uruguay or go straight to step 4.4 in the open plan.

Car and driving licence in Uruguay: a used car may not enter the country
Uruguay prohibits the import of used cars, motorcycles and commercial vehicles, since 2013 without an end date. So if you settle in Uruguay, you generally cannot bring your car permanently. You have your Dutch driving licence converted at the Intendencia of your department, once you have a Uruguayan identity card. The older you are, the shorter the new licence is valid.

Household goods to Uruguay: duty-free, but with a guarantee until you are permanent
Anyone settling in Uruguay may bring furniture, household items and personal belongings free of import duties. The shipment must arrive between three months before and six months after you. As long as you do not yet have a permanent residence permit, customs asks for a guarantee for the taxes that may be due on your belongings. For retirees with a home of 100,000 dollars there is a separate scheme, which also includes a car.

Taking your pet to America: one free form for the dog, nothing federal for the cat
Since 1 August 2024 a dog from the Netherlands is welcome in the US with one online CDC form: free, valid for six months, one per dog. The dog must be at least six months old, have a readable chip and look healthy. For a cat the federal government asks nothing, not even proof of rabies. The long lead time is in the return journey to Europe.
