Your pet to Brazil: a certificate from the NVWA, rabies, deworming within 15 days, and no quarantine
A dog or cat enters Brazil on a Certificado Veterinário Internacional issued by the NVWA, according to the model that has been mandatory since 6 September 2025. The requirements are in Portaria MAPA 741 of 2024: rabies vaccination from 90 days of age, for a first vaccination at least 21 days before departure, a deworming within 15 days and a clinical examination within 10 days before the certificate, which itself is valid 60 days. No quarantine, no blood test, and the chip is not mandatory for Brazil, but the NVWA does require it. Whoever ever wants to return to the Netherlands has the rabies titre determined before departure.
Yes, your dog or cat may come along, without quarantine and without a blood test, and the rules are shorter than for most countries outside Europe. The Ministry of Agriculture, MAPA, requires on entry a Certificado Veterinário Internacional, the CVI, issued by the veterinary authority of the country of departure — in the Netherlands the NVWA — according to the model of Portaria 741 of 2024, which has been mandatory since 6 September 2025. What it costs are the vet, the vaccination and the NVWA's certificate; the NVWA's rates have not been checked at the source here. The pitfall is the way back: Brazil counts for the EU as a country with a high rabies risk, and whoever ever wants to take the animal back needs a blood test that you had better do before departure.

What exactly does Brazil require?
Portaria MAPA 741 of 10 December 2024 took the Mercosur rules for dogs and cats into Brazilian law, and the annex is the law. Article 5: the animal enters "under cover of the original CVI, issued by the veterinary authority of the exporting country". Article 9: every animal from 90 days of age is vaccinated against rabies with a vaccine approved in the country of vaccination that is still valid. Article 10: for a first vaccination the animal may only leave once 21 days have passed, and an animal whose vaccination expired before the booster counts as a first vaccination.
Then the two short clocks. Article 13: a broad-spectrum treatment against internal and external parasites within 15 days before the issue of the CVI. Article 14: a clinical examination within 10 days before the issue, by a registered veterinarian, who declares that the animal shows no signs of infectious or parasitic disease and is fit for transport. And article 6 gives the certificate a validity of 60 days.
On a mistake the authority at the border can refuse the animal or send it back, at the owner's cost (articles 18 and 19). An import permit applied for in advance is according to the MAPA not needed for dogs and cats; for rabbits and ferrets it is.
How does it work at the NVWA?
Differently than for most countries. The NVWA says on its travel page that for Brazil you read the instruction in the Export Assistant and also send an e-mail to dpp@nvwa.nl, "well before you travel". The instruction OVEUV-28 describes the route: the certificate for Brazil is issued by the NVWA itself; you contact them beforehand via that address, receive the documents, go with your animal to your own vet, who fills in and signs the declaration from the annex, send everything back and then make an appointment for the issue. Because Brazil and the Netherlands have made bilateral agreements on this certificate, the NVWA cannot deviate from it.
Two details from the instruction. Brazil does not require a chip, but the NVWA does: "a microchip number or other identification is a requirement for the issue of a certificate". And for a first rabies vaccination the NVWA wants to see a flight reservation, to be able to check the 21 days until arrival.
Have the rabies titre determined before you leave. Brazil is for the EU a country with a high rabies risk. Whoever ever wants to take the animal back to the Netherlands must, according to the NVWA, show with a blood test at least thirty days after a valid vaccination that the animal has enough antibodies (at least 0.5 IU/ml), and then wait three calendar months — unless the test was already done in the EU before departure. That test stays valid for the animal's whole life as long as the vaccination is repeated on time. One blood sample in the Netherlands saves three months of waiting in Brazil later.
The order around your departure date
The deadlines hang on the day of issue of the CVI, and that on your flight: the examination in the last ten days, the deworming in the last fifteen, the vaccination at least three weeks earlier if it is the first, and the e-mail to the NVWA weeks before that. The certificate is then valid sixty days, so a postponed flight is no disaster, as long as the rabies vaccination does not expire. What the dog needs further in Brazil — a vet, an address in the rental contract that allows pets — belongs to the first weeks; the household goods travel separately, and the dog not in the container.

Taking your car to Brazil is not possible: Portaria SECEX 249 of 2023 forbids the import of used consumer goods, and a car falls under that; the customs' removal exemption only knows household goods and tools. Whoever settles permanently in Brazil imports his furniture, household goods and professional tools free of import duties, new or used: that is in article 162 of the customs regulation. The container travels as bagagem desacompanhada, must come from the country where you lived, and must arrive between three months before and six months after your own arrival; customs only releases it once you are there. Taking your pet to America: one free form for the dog, nothing federal for the cat
Since 1 August 2024 a dog from the Netherlands is welcome in the US with one online CDC form: free, valid for six months, one per dog. The dog must be at least six months old, have a readable chip and look healthy. For a cat the federal government asks nothing, not even proof of rabies. The long lead time is in the return journey to Europe.
