What does emigrating to Uruguay cost?
Answer a few short questions and you have an honest range for your situation. For every item it says whether it's a checked rate or an estimate. The application itself is cheap: the residencia costs 557.30 UI, about 82 euros, and the cédula 456 pesos. The money sits in other items: a bridging policy until your membership of ASSE or a mutualista is settled, the move across the ocean, the rental guarantee of at most five months' rent, and the car, which may not come along. One thing we state honestly. For the check-up, the translations and the driving licence there's no national rate anywhere; those items are an estimate.

A rough indication for your situation
A few short questions, and you get a range instead of an amount. That's deliberate: an exact figure would suggest a precision nobody has.
Count on a total of
€ 4.700 – € 13.100
Where does that difference come from?
- The first months€ 3.000 – € 8.000
Below you'll find per item where the upper and the lower limit come from.
- Aanvraag en papieren
- € 400 – € 900
- De verhuizing
- € 600 – € 1.400
- De eerste maanden
- € 3.700 – € 10.800
Every item, one by onePer item the amount, the source and whether it's a rate or an estimate
Aanvraag en papieren
- The residencia at the Dirección Nacional de Migración€ 85 – € 150
- The cédula de identidad at the DNIC€ 40 – € 60
- VOG, apostilles and translations by a traductor público(estimate)€ 250 – € 600
The amount depends on the number of documents. A couple with birth certificates, a marriage certificate, two VOGs and the statements from the SVB and the pension fund quickly reaches eight documents. A VOG for a visa or immigration costs € 41.35 through the municipality. An apostille from the court costs € 27 per document. Every document that isn't in Spanish the DNM wants translated by a Uruguayan traductor público; there's no fixed rate anywhere for that translation, count on a few tens of euros per document. Whoever applies on a pension or capital adds a notarial statement about the income.
- The carné de salud and the vaccination record(estimate)€ 30 – € 150
De verhuizing
- Flights(estimate)€ 600 – € 1.400
The spread sits in the season and the luggage: whoever travels with two extra suitcases pays the top. The amount is for one way from Amsterdam to Montevideo, with a change.
De eerste maanden
- The first months(estimate)€ 3.000 – € 8.000
This item consists of the rental guarantee, the first rent, furnishing what didn't come along, and the months in which you still have double costs. The guarantee weighs the most: a landlord may ask for at most five months' rent, deposited at the Banco Hipotecario (Decreto-Ley 14.219, article 38). You get that guarantee back at the end, but you put it in now. A contract without a guarantee is allowed too, if both parties agree to it in writing (Ley 19.889, article 421). Rents vary widely: in Montevideo and on the coast near Punta del Este you pay a different rate than in the interior. Count in the exchange risk too: your income comes in euros, life runs in pesos.
- A bridging policy for the first months(estimate)€ 400 – € 1.800
Uruguay isn't on the CAK list. Free or through FONASA you only get into ASSE with your residencia or proof that your application is running; without that only against a monthly cuota. Until then you need an international health insurance, or you pay that cuota. The premium depends heavily on your age and on what the insurer excludes. The band is an order of magnitude for three to six months per adult; the cuota after that isn't in here.
- Bank, phone, contador and the first counters(estimate)€ 200 – € 700
Small money, but it's here because in the first weeks it all comes at once. It's about a Uruguayan account, a local SIM card, registering your birth certificate at the Registro de Estado Civil, an escribano for a certified copy, and a contador for your first return and the choice of the regime for new residents. It's also here because the bank charges a rate when transferring your pension that you want to know in advance.
- Converting your driving licence at the intendencia(estimate)€ 100 – € 250
Deliberately no amount here
Taking the car
There's deliberately no amount here, and no question about it. Uruguay bans the import of used cars (Ley 17.887), and since 2013 that ban applies "sin límite de tiempo" (Ley 19.171). The exception is sports and classic cars of more than thirty years, only for exhibitions or competitions. So count on selling in the Netherlands and buying again in Uruguay. You don't get the bpm back: that refund only applies with registration in another EU country, Iceland, Liechtenstein or Norway. Only the retirees' regime of Ley 16.340, with 1,500 dollars a month from abroad and a home of 100,000 dollars, names one car free of tax; whether that may be a used one, that law doesn't say.
And if you buy a house?
This calculation assumes renting: the first months include deposit and rent in advance.
If you buy, count on 3 to 6% of the purchase price on top of this amount. On a home of € 250,000 that's € 7.500 to € 15.000.
The fixed item is the transfer tax, the Impuesto a las Trasmisiones Patrimoniales (ITP): 2 percent for the buyer, and 2 percent for the seller. The basis is the cadastral value, updated with the consumer price index (IPC), and the escribano withholds it. On top of that comes the fee of the escribano, who makes the notarial deed and has it registered; without that deed a house isn't sold according to the Código Civil. That fee isn't published as a rate at an official source and is the top of the band. Paying cash is only allowed up to 200,000 UI, or 5 percent of the price up to 450,000 UI; the rest goes through the bank (Ley 19.210, article 35).
An order of magnitude based on averages, not a quote. The real amounts depend on your occupation, your route, the season and dozens of choices you still have to make.
Rates checked on 15 October 2026.
