School on Curaçao: compulsory from four, and the language choice you make before the move

On Curaçao your child is of compulsory school age from 1 August of the school year after its fourth birthday, until the end of the school year in which it turns eighteen or obtains a diploma. There is no central desk: you register at the school itself. And language decides too: of the 46 funded schools for foundation education only four are fully Dutch-speaking.

Yes, your child can simply go to school on Curaçao, and compulsory schooling is comparable to the Dutch: compulsory from 1 August of the school year following the fourth birthday, until the end of the school year in which the child turns eighteen or earlier obtains a diploma (vsbo, havo or vwo). Enrolment takes place at the school itself; there is no central desk. The find is in the baseline study of Curaçao education: of the 46 funded schools for foundation education, 4 are Dutch-speaking, 2 Papiamentu-speaking and 40 bilingual, of which 21 teach literacy in Dutch and 19 in Papiamentu. At home almost 80% of households speak Papiamentu, not even 9% Dutch. The pitfall is therefore not the enrolment but the choice of school, and that wants to be made before the move, with a proof of registration from Kranshi in hand if the school asks for it.

When is my child of compulsory school age?

The compulsory education ordinance has applied since 1 January 1992 and places two duties on parents: enrol the child at a school, and make sure it attends all daily lessons. Enrolment must be settled for the school year starting on 1 August after the fourth birthday; the duty runs until the end of the school year in which your child turns 18, or until the vsbo (tkl or pkl), havo or vwo diploma, or an equivalent programme designated by the minister. A child of twelve or older can be held personally accountable for truancy; attendance officers supervise, and non-compliance can result in a fine or even imprisonment.

Exemption for extra days off runs through the school head and then the attendance officer at the Education and Science implementing organisation. The bulletin is clear about it: holiday leave is not a valid reason. Per year, pupils in foundation and secondary education have 61 holiday days, fixed in advance by the ministry.

How is education organised, and in which language?

Foundation education is for four- to twelve-year-olds, in two cycles of four years each, with 1 August as the reference date. After that comes secondary education with vsbo, havo and vwo. Under article 10 of the National Ordinance on Foundation Education the school board decides which language of instruction the school uses: English, Dutch or Papiamentu. In practice there are four flavours, and the distribution in 2022/2023 says enough:

The Roman Catholic school board (RKCS, 26 schools) announced for August 2022 that it would make four bilingual schools Dutch-speaking, so the count shifts; the proportion does not. And even at a Dutch-speaking school the playground language is Papiamentu. The baseline study is honest about it: all schools are bilingual in one way or another, and tests are mostly taken in Dutch.

Besides the funded schools of the seven recognised school boards (including the public schools service, the RKCS and the VPCO) there are private schools; the education report treats them separately, and the Stichting Nederlandse School Curaçao is on the list of boards for which the official days off apply. What those private schools cost is not on a government page; ask the school, and expect it to be serious money.

How do I enrol my child?

At the school, in person. The popular schools fill up early, so contact the heads of your preferred schools before the move and ask what they want to see. The proof of registration from Kranshi (XCG 5, available from three working days after your registration) is explicitly named by the digital desk as a document for school enrolment; bring your child's passport, the recent reports and the educational report from the Dutch school as well.

What is the pitfall?

The choice of school is, on Curaçao, the decision that wants to be planned furthest ahead, further than the container and the declaration. Whoever "will see which school has room" gets the school that has room, and with four fully Dutch-speaking schools out of 46 that is rarely the school of their choice.

Discuss the language at home too: a child starting at a bilingual school with literacy in Papiamentu learns to read in a language it does not yet speak. That can go excellently, but it is a choice and not a surprise. How the rest of the landing goes is in your first weeks on Curaçao.
