Your driving licence in Sweden: nothing is required, exchanging is allowed — until the Dutch one expires
A Dutch driving licence stays valid in Sweden as long as it is valid in the Netherlands, even once you are registered there. Anyone permanently resident in Sweden may exchange it: a form, the original licence by post to Örebro, 375 kronor for production, a photo at Trafikverket. What you cannot do is renew the Dutch document from Sweden — so the expiry date is the only clock that counts.
You don't have to do anything with your driving licence in Sweden. Transportstyrelsen says it in two sentences: a licence from an EEA country is valid in Sweden if it is valid in the home country and has not already been exchanged — and it remains valid if you are registered as resident in Sweden. Exchanging is allowed, and producing the Swedish document costs 375 kronor. The trap is not Swedish but Dutch: anyone living outside the Netherlands can no longer renew their licence with the RDW. The expiry date on your Dutch card is therefore the only deadline in this story, and it will come.
Does my Dutch licence stay valid if I live in Sweden?
Yes, and that is not a given in Europe. Sweden distinguishes between licences from inside and from outside the European Economic Area. A licence from outside the EEA stops being valid once you have been registered as resident for more than a year; a Dutch licence falls under the EEA rule and knows no such limit. What does apply: Swedish traffic rules, including the age limits and the rules under which the police may seize a licence or Transportstyrelsen may revoke it. A Swedish revocation then affects your Dutch document too.

How does exchanging work?
The procedure runs by post, which surprises anyone used to a town-hall counter. You order the form Ansökan om utbyte av utländskt körkort, send it together with your original Dutch licence to Transportstyrelsen, 701 97 Örebro, and wait. If you want to exchange a lorry or bus category, Transportstyrelsen may ask for a medical certificate, a health declaration and an eyesight test; the agency contacts you itself if that applies.

During the exchange your licence is in Örebro. The law says you must carry a licence when driving, and it is the police who decide at a check whether that is allowed. Transportstyrelsen advises anyone who drives anyway to carry a copy of the foreign licence plus valid identification. Anyone who needs the car daily therefore plans the exchange in a quiet period — or does not exchange at all.
When do I have to act?
The moment your Dutch licence expires. NederlandWereldwijd is clear: if you live in another EU country, you can no longer renew your Dutch licence and you exchange it for a licence from your country of residence. Driving on an expired licence is an offence, and you are not insured in an accident. Because the exchange runs by post and your original is away in the meantime, start well before the expiry date — the embassy counters that could renew the Dutch document do not exist for residents of the EU.
Anyone who loses their licence in Sweden for another reason — loss, theft — is in the same situation: the replacement document is then a Swedish licence, via the same route.
Does the car belong here too?
No, and that is the big difference from the licence: the car does have a hard clock. On Dutch plates you may drive only seven days after import, after which a temporary registration is needed, and the whole conversion is in your car to Sweden. The licence can wait; the car cannot.
