The first weeks in Sweden: four weeks of silence, and what you can do in the meantime
Sweden asks for no application and no counter at the immigration agency, but one visit: to Skatteverket, in person, with the whole family. After that you wait about four weeks for a case officer before your personnummer arrives. What you do in that silence — car, pet, a-kassa, Försäkringskassan, förskola — determines whether the weeks after run smoothly. The clocks in a row.
The first weeks in Sweden are mostly quiet. As an EU citizen with right of residence you need not contact Migrationsverket — the immigration agency says so itself — and the only duty is the folkbokföring at Skatteverket, if you are staying a year or more. That starts with a personal visit to a service centre, with the whole family, and then it takes about four weeks before your file even has a case officer. You already live there, but administratively you don't yet exist. The trap is letting those weeks slip by: the car, the pet, the a-kassa and the förskola have their own clocks, and they don't wait for your personnummer.
Which clocks are running?
| What | Deadline | Counter |
|---|---|---|
| Driving on Dutch plates after import | seven days; then temporary registration, at most three months, not extendable | Transportstyrelsen |
| Dog or cat in the register | within four weeks | Jordbruksverket |
| Folkbokföring file gets a case officer | about four weeks after the visit | Skatteverket |
| ID card | about two weeks after the application, 400 kronor | Skatteverket |
| Joining an a-kassa | on your first working day: every month of membership counts towards the percentage | your sector's a-kassa, or Alfa-kassan |
| Place in the förskola | guaranteed four months after the application | your municipality |
| Right to free Swedish lessons (SFI) | three years from your admission | your municipality |
Week one: the visit to Skatteverket
Report the move and then go in person to a state service centre for the identity check — everyone moving with you goes along, children included. Workers bring the employment contract; anyone living on their own means shows money for at least a year (a pension confirmation counts) and the costs of rent, electricity and insurance; anyone coming with a partner shows proof of the relationship; for children under 21 birth certificates and proof of guardianship go along. If you are still in a hotel or temporary accommodation, give that address and report a move afterwards. What you bring and why is in personnummer and BankID.
The same week: the car. On your Dutch plates you may drive only seven days from the day of import, with valid Dutch registration and insurance; after that temporary registration is compulsory, which is valid for three months and cannot be extended. Apply for it at once and start the ursprungskontroll — see your car to Sweden. And the dog or cat: into the register within four weeks, 40 kronor via the e-service or 100 on paper — your pet to Sweden.
Weeks two to four: using the silence
Join an a-kassa on your first working day. Since 1 October 2025 your length of membership determines the percentage of any benefit: 80% after at least twelve months as a member, 60% after six to eleven, 50% for anyone shorter or not a member. Every month you postpone therefore literally costs you benefit — and membership does not wait for your personnummer.
Meanwhile report to Försäkringskassan: unlike at a birth in Sweden, nothing happens automatically after a move. You submit details via the e-service for yourself and for every family member, with written proof from the Dutch authority that you are no longer insured there — within the EU you cannot be insured in two countries at once. Only once Försäkringskassan has established that you are insured in Sweden do the barnbidrag, parental benefit and the Swedish EHIC run; what the child benefit is and how the förskola works is in school in Sweden. Apply for the förskola place in the same weeks: the four-month guarantee starts at the application, not at the need.
If you work, this is also the moment to arrange your preliminary tax (the A-skatt) with Skatteverket as soon as the personnummer arrives; how that works is in step 4.6 of the step-by-step plan. And for anyone who wants the language: the right to free SFI has run, since 1 January 2026, for three years from the day the municipality admits you — so starting is not a matter of "once life has settled".
Weeks five and six: the personnummer, and then the rest
With the personnummer the rest opens: Skatteverket's ID card (400 kronor, about two weeks), with it the bank account, and via the bank BankID — the order and the law that backs you are in banking and paying in Sweden. From the folkbokföring, healthcare at the patient rate applies too; until then you use your EHIC or the S1 from the CAK, see healthcare in Sweden. Your driving licence needs nothing: it stays valid until its expiry date — your driving licence in Sweden.
What deliberately isn't here
Which clock runs out first for your family — the seven-day car, the first-working-day a-kassa, the four-month förskola — depends on who comes along and what comes along. That is exactly what the step-by-step plan works out and guards per situation; this article gives the order. See /zweden.
In Vertrekklaar this is phase 4 of 5 of the journey, step 4.2: the same steps, but for your situation — in your order, tickable, and with the deadlines watched. See the whole journey to Sweden or go straight to step 4.2 in the open plan.

Banking and paying in Sweden: the right to an account, and the key called BankID
A Swedish bank may not refuse a consumer legally resident in the EEA a basic payment account, must decide within ten banking days and must justify a refusal in writing. Yet newcomers often founder at the counter — on identification. The route that works: personnummer, Skatteverket's ID card for 400 kronor, the account, and then BankID via your bank. Without BankID you can pay in Sweden, but you can't live there.

Personnummer and BankID: the Swedish chain, and where it jams
Sweden asks for no registration at all with the immigration service — that was abolished in 2014. The real gate is the folkbokföring at Skatteverket: the personnummer on which healthcare, bank and almost all of digital life hang. The chain has one notorious jam: BankID requires a personnummer and a Swedish bank, and the bank wants to see identification first. This is how you walk it in the right order.

Living in Sweden: the queue, the second-hand market and the rules
In Stockholm almost 900,000 people are in the housing queue, and the average wait is nine years. Newcomers therefore almost always start on the second-hand market — legal and workable, provided you know the rules: permission is compulsory, trading in contracts is a crime, and excessive sublet rent can be reclaimed. Plus: what a bostadsrätt actually is, for anyone wanting to buy.
