Renting on Bonaire: dollars, the Rent Commission and the $ 979 threshold

Renting on Bonaire is allowed without restriction, but the market is tight and prices are in dollars. Up to a rent of $ 979 a month your home falls under the Rent Commission and the points system; above that it is the market. And the trap comes before the contract: without proof of housing, the admission chain at the IND doesn't even start.

Yes, as a Dutch citizen you rent on Bonaire without a permit or any restriction. What it costs is another story: rents are in dollars, the Public Entity itself writes that rents and house prices "have risen sharply in recent years", and part of the housing stock is run as holiday lets. The find at the source: up to a rent of $ 979 a month your home falls under the Rent Commission and the island's points system; above that, the market sets the price. And the trap comes before you sign. Housing is an admission requirement: the IND asks for proof of housing with the declaration of admission by operation of law, so without an address the whole chain of admission and registration never gets going.

Why is the market so tight?

The Executive Council has set up a task force against short-term rental in residential areas where it is not allowed. The Spatial Development Plan for Bonaire lays down where rental for less than three months is permitted: only in areas zoned "Recreatie-Verblijfsrecreatie", "Gemengd-1", "Gemengd-VI" and "Gemengd-Uit te werken I". Everywhere else it is prohibited, and the OLB announced it would enforce that more strictly, because short-term rental earns more and therefore leaves fewer homes for residents. For you as a tenant that means two things: in an ordinary residential area a home should be available long-term, and a landlord offering you a contract "until high season" may himself be in the wrong.

What does the Rent Commission do for you?

Under the Caribbean Netherlands Rental Housing Market Measures Act, each public entity has a rent commission. Bonaire's issues binding rulings on the rent, a rent increase or decrease, service charges and the termination of the tenancy. If tenant and landlord cannot agree, you file a petition, by post, e-mail or at the counter, and a hearing follows to which both parties are invited.

The yardstick is the housing valuation system: the home is awarded points, and the maximum rent is the number of points times $ 9.79. That amount is indexed every 1 January and then applies from 1 July. The Rent Commission's website has a rent calculator with which you work that out yourself in advance. If the home has defects listed in the defects book, the commission can hold 80, 85 or 90 percent of what you agreed to be the reasonable rent, depending on the severity.

Important: all of this applies only to homes with an initial rent up to the threshold set by the island ordinance, which since the latest adjustment stands at $ 979. Above that, you rely on what you agree with the landlord.

Is there rent support for newcomers?

No, and that is the second trap. Bonaire has the Private Rental Contribution, an allowance for low- to middle-income households in the private sector, where the landlord deducts the contribution from the rent and receives a premium of $ 50 a month himself. But since 1 January 2026 new applicants must have lived on Bonaire for five years without interruption; only those born on the island are exempt. Whoever has just arrived therefore falls outside it, exactly as with social assistance. So budget your rent without any government support, and read what else is missing from the safety net.

Only sign once the housing can serve at the IND. A tenancy agreement in your name is the proof of housing that the declaration of admission requires. A holiday home in a friend's name or a verbal arrangement is not, and without that paper the five-day clock for registration never starts.

What do you arrange around the contract?

Three practical things. Ask the landlord for the number of points in advance, or work it out yourself with the calculator; if the asking rent is above the points-system maximum and below $ 979, you can ask the Rent Commission for a ruling. Keep proof of payment: for its own schemes the OLB asks for at least three bank statements or receipts as proof of rent paid, and a landlord or agency may do the same. And report a move within the island to Civil Affairs within five days; it is free and keeps your registration, and with it your health insurance and your sédula, at the right address.
