Renting in Singapore: condo or HDB flat, the minimum term and the quotas
You can rent with a pass that is still valid for at least six months, but not for short: a private home may not be rented for less than three consecutive months, an HDB flat not for less than six. For HDB there is also a quota for foreign tenants per neighbourhood and per block, and a maximum of two years. What the median rents are, what the stamp duty costs and why an airbnb gets you into trouble.
Renting in Singapore is possible as soon as you have a pass that is still valid for at least six months, and almost everyone rents: a condo (a private apartment in a development) or a whole HDB flat, the public housing in which most Singaporeans live. The price you see in the median rents below; the rules you only see at signing. A private home may not be rented for less than three months, an HDB flat not for less than six, and for HDB there is a quota for foreign tenants that can block your search per block. The trap is short-term accommodation: a flat via a rental platform for the first weeks is illegal in Singapore.
What does it cost?
HDB publishes the median rent per town and flat type every quarter, based on approved contracts. Condos are more expensive; there is no government statistic per town for them, so the HDB figures are your floor.

On top of that comes the stamp duty: on a lease of four years or less, 0.4% of the total rent over the term is due, rounded down to whole dollars according to IRAS. On a two-year contract at S$ 4,000 a month that is S$ 384. Who pays it is settled by the contract.
What are the rules for a condo?
The URA, the urban planning authority, sets two rules for private homes. Every occupant must stay at least three consecutive months; letting by the day or week is prohibited. And per home smaller than 90 m² there is a cap of six persons who do not form a family; for larger homes the owner may register up to eight persons until 31 December 2028, for S$ 20. Tenants do not need to be registered with the URA. About the rent, the deposit and the notice period the government says nothing: that is in the contract, and only there.
An airbnb for the first weeks is illegal. The URA says it without detour: all homes in Singapore are meant for long-term residence, and letting for less than three consecutive months is punishable under the Planning Act with a fine of up to S$ 5,000. The tenant too can be drawn into the investigation at a check and end up on the street. To bridge the gap the URA names hotels, with no minimum stay, and serviced apartments, from seven days.
What are the rules for an HDB flat?
Here the government does sit in the contract. Only a Singapore citizen may rent out their whole flat, and only after the minimum occupation period of five years. As a tenant you qualify with an Employment Pass, S Pass, Dependant's Pass or Long-Term Visit Pass that is still valid for at least six months on the application date; tourists may not rent. The landlord must apply to HDB for every tenancy and have it approved.

The quota is the rule that surprises Dutch people. To prevent estates from becoming foreign enclaves, per neighbourhood 8% and per block 11% of the flats may be rented to non-Malaysian non-citizens. Once that is reached, that flat may only go to Singaporeans and Malaysians. HDB has an online check per address; ask the landlord or agent about it before the viewing. The maximum of eight tenants in a large flat falls back to six after 31 December 2028.
What else do you watch out for?
The link with your pass. Without a fixed address your employer cannot have your pass issued, and the notification letter gives one month for that; how that order works is in registration and numbers. As a foreigner you may only buy a condo or flat in a private development without approval; for a house with land you need approval from the SLA, which asks for at least five years of permanent residence. On top of that, since 27 April 2023, comes the Additional Buyer's Stamp Duty of 60% for foreigners, next to the ordinary stamp duty of up to 6%.
