Your first weeks in Singapore: first an address, then the pass, and the clocks that run after that
You land on an in-principle approval and have six months to have the pass issued, but that is only possible once you have a residential address. After that everything follows in a fixed order: two weeks for fingerprints and photo, five working days until the card, then Singpass, then the bank. Further out run the clocks of the container (six months), the driving licence (twelve months) and the tax authority (183 days).
The first weeks in Singapore have no municipal counter, no appointment at the immigration police and no form you submit yourself. They have one knot: your employer can only have your pass issued once you have a residential address in Singapore, and without a pass there is no FIN, no Singpass and no bank account. Whoever unties that knot in the first week sees the rest follow in a fixed rhythm. Whoever underestimates it sits in a hotel for weeks with a notification letter that expires after a month. The long clocks, from the container to the tax authority, meanwhile just keep running.
What must be ready before landing?
Three things. Your passport is still valid for at least six months on arrival. You have submitted the SG Arrival Card within three days before arrival, free of charge, via the ICA site or the MyICA app. And you have deregistered in the Netherlands: according to NederlandWereldwijd that is possible from five days before departure up to and including the day of departure, with an international proof of deregistration if you ask for it; what then stops in the Netherlands is in deregistering from the municipality. MOM's in-principle approval is your single-entry visa and gives six months to enter and have the pass issued.
Why does the address come before everything?
Because MOM asks for it at issuance: a Singapore residential address and an address to deliver the card. HDB requires a tenant to hold a pass still valid for at least six months, while MOM wants the address before the pass; you untie that knot with your employer, with a temporary address or a private home, where the URA sets no such pass requirement. Watch the minimum terms there: a private home at least three consecutive months, an HDB flat at least six, and an airbnb is not an option because short-term accommodation in homes is prohibited. The notification letter is valid for one month. As soon as the pass is issued, you may work and travel with that letter until the card is there. But the letter only comes after the address, and the registration of fingerprints and photo must happen within two weeks of issuance. Whoever spends the first month without an address pushes back not only the pass, but everything that hangs on it: Singpass, bank, school and the salary that has to go into an account.

After registration at MOM you have your Singpass account the same day and with it the key to the rest: the bank via Myinfo, the tax authority, the ICA. If you move within Singapore after the first weeks, report it to MOM within fourteen days.

The container is the clock most often underestimated: the six months count from your first arrival, and the declaration must be in before the goods are in the port; see your household goods to Singapore. Bank and payments in Singapore: an account on your FIN, PayNow and what the Netherlands keeps doing
You open a Singapore bank account on your FIN, the number on your work pass, and with Singpass you fill in the application via Myinfo with data from government sources. Paying works almost everywhere with PayNow and FAST, directly between banks, on a phone number. Deposits are insured up to S$ 100,000 per bank. You keep your Dutch account and DigiD, because the Belastingdienst, SVB and pension fund keep asking for them.

Buying a house in Singapore: only a condo, and then 60% extra stamp duty
As a foreigner you may only buy a condo or flat in a private development without approval; for a house with land you need approval from the SLA, which asks for at least five years of permanent residence. On top of that, since 27 April 2023, comes the Additional Buyer's Stamp Duty of 60% for foreigners, next to the ordinary stamp duty of up to 6%. On a S$ 2 million condo that is together almost S$ 1.27 million in levies.
