Your pet to Panama: ten days of paperwork, forty days of home quarantine

Most countries in this knowledge base ask for a long run-up with a pet: titre tests, months of waiting. Panama asks the opposite — almost everything has to happen just before departure, in a window of ten days, followed by a quarantine that fortunately may simply take place at home. This article sets out the calendar.

The requirements

For dogs and cats Panama requires: a microchip, a rabies vaccination at least thirty days old on arrival, and a veterinary health certificate with an official government endorsement — in the Netherlands that runs via the vet and the certification route of the NVWA, followed by the legalisation for Panama. And here's the pinch: certificate and endorsement must have been issued within ten days before arrival.

Ten days is tight in the week in which your suitcases, your handover and your farewells also fall. Plan the vet appointment, the NVWA certificate and the legalisation as one tight chain, with the flight date as the anchor — and book the animal at the same time as your own seat, because the cargo places per flight are limited.

Do start with one look-up step, though, because it determines which form you get. For some countries the Netherlands has agreed a binding certificate; for others not, and then a tailored route applies. Which of the two applies to Panama you look up in the NVWA's Exportassistent (export assistant): choose the country, then "levende dieren" (live animals), then "honden, katten en fretten" (dogs, cats and ferrets), then "particulier" (private). If a certificate is listed, follow the instruction that goes with it. If none is listed, email dpp@nvwa.nl with the species, destination, travel date and purpose of travel — the NVWA replies within two working days with the requirements that then apply. Do that well before your ten-day window starts, not during it.

The forty-day home quarantine

After arrival a home quarantine of forty days applies: no kennel, but an obligation to keep the animal at your home address, registered in advance — at least three days before arrival — with the quarantine form of the Panamanian ministry of health.

Arrange the registration before the flight, not after it: without a pre-approved quarantine request the animal can get stranded at the airport. So you also need a home address for it — another reason why the temporary accommodation should be booked before the animal's flight.

The countdown calendar

From back to front: the rabies vaccination at least thirty days before arrival (so give it well before that, after the chip), the quarantine registration at least three days in advance, and the certificate with endorsement and legalisation in the last ten days. Count on hundreds of euros per animal for examinations, certificates and the air freight on a flight of well over ten hours — and choose a route and a season deliberately: air-cargo departments refuse animals in extreme heat, and Panama City is warm all year round.

Compared with the titre countries Panama is a mild destination for the animal: no blood test, no months of waiting. The sting is in the precision of the last ten days — put them in the diary next to your own departure ritual, because they fall right in the middle of it.
