e-Residency is not emigration: what the Estonian digital identity does and doesn't arrange

Estonia sells worldwide a digital identity with which you run an Estonian company remotely. A splendid product — but it gives no right of residence, no health insurance and no tax residence. Whoever really moves to Estonia doesn't need e-Residency and gets more from the ordinary ID card.

Estonia has become famous with a product no other country sells: e-Residency, a digital identity for non-residents. Well over a hundred thousand people worldwide use it to run an Estonian company remotely, sign digitally and bank in Europe. It is cleverly conceived and it works — but the word "residency" raises an expectation the product doesn't live up to, and that confusion costs emigrants time and sometimes money.

What e-Residency is not

The card gives no right of residence. You cannot live in Estonia on it, you get no health insurance with it, and it does not make you a tax resident of Estonia. An e-resident who lives in the Netherlands simply pays Dutch tax — including on the profit of his Estonian company, if he runs it from the Netherlands. Whoever thinks he has "arranged" his departure on the basis of e-Residency has arranged nothing.

What an emigrant does need

As a Dutch citizen you need neither a visa nor a permit for Estonia: after arrival you register your place of residence, and that registration gives you the right of residence — five years, automatically renewed. After that you apply for the ordinary Estonian ID card. It can do everything the e-Residency card can (sign digitally, every e-service, banking) plus everything it can't: it certifies your right of residence and unlocks healthcare, school and the tax authority as a resident.

When e-Residency is worthwhile

Mainly before or after the emigration. Whoever is considering a move and wants to set up an Estonian company in advance can start with e-Residency without waiting for the move. And whoever ever leaves Estonia again can keep running his Estonian company remotely with an e-Residency card — that is what the product was made for. While living in Estonia itself, it adds nothing.
