Working in Panama: the employer counts you in the ten percent, and the CSS wants you within six working days
Working as an employee in Panama is only possible with a work permit from the Ministry of Labour, and that hangs on a quota: a company may have ten percent of its ordinary staff made up of foreigners, fifteen percent for experts and technicians, at a salary of at least B/. 850 a month. The employer registers you within six working days with the Caja de Seguro Social. Anyone working independently starts with a RUC. The quotas, the cards and the costs.
May you work in Panama as a Dutch citizen? As an employee only with a work permit from the Ministerio de Trabajo y Desarrollo Laboral, and that permit is not yours but your employer's: the company applies for it and must be able to place you within a quota. The finding at the source is that quota. A company may have ten percent of its ordinary staff made up of foreigners and fifteen percent of its specialised staff made up of experts and technicians, and the immigration service links a salary of at least B/. 850 a month to it. The pitfall is the order with the residence: the work permit and the two-year provisional residence hang together, and the file asks for an employment contract the ministry has already endorsed.

The cheques for the provisional residence are B/. 250 for the Tesoro Nacional and B/. 800 for the immigration service. The application runs through a lawyer with a notarised power of attorney, with four passport photos, a statement from the immigration service on your status and a certified copy of your identity document.
What does the employer do, and what do you do?
The employer supplies the core of the file: the employment contract, the business licence, the certificate from the Registro Público, the latest CSS payroll and, for an expert, the letter stating which Panamanian you will train. The contract itself must, under article 67 of the Labour Code, name the parties, the position, the place, the duration, the working hours and the wage with day and place of payment, and is registered at the Dirección General de Trabajo.
After the approval you get a card with the work permit, with an expiry date of three months to a year depending on the category; for the ten and fifteen percent routes that is a year. What you arrange yourself: your presence, your documents with apostille and Spanish translation, and the check that your employer has registered you with the CSS within six working days of starting work. That registration is a legal duty of the employer, and without affiliation there is no healthcare and no pension accrual.
No contract before the permit, no permit without a contract. The residence file asks for a contract endorsed by MITRADEL; the work permit asks for the migration status. An employer who has done this before has both applications filed by the same lawyer at the same time. An employer doing it for the first time needs you to watch the order.
How do you work as a self-employed person?
The DGI registers natural persons who start an independent or commercial activity in the Registro Único de Contribuyentes, and adds that this registration must happen before the start of the activities, online only via e-Tax 2.0 and with a copy of your valid cédula. Anyone without a cédula yet uses the NT, the tax number for foreigners. Then comes the CSS: a self-employed person who pays tax registers within six months of filing and paying the annual return, and anyone not yet affiliated does so within thirty working days of the start of the engagement. Which residence you need for that depends on your route; the pensionado residence says nothing about working, so ask your lawyer before you accept an engagement.
What is the minimum wage, and what about your diploma?
The minimum wage is set per region and per sector; the current decree is number 13 of 31 December 2025, and MITRADEL lets you look up the amount for your province and activity. You register a foreign diploma with MEDUCA with an authenticated and translated copy; for regulated professions a reválida is added, and how that works is in school in Panama.

Healthcare in Panama: no CAK, but a counter at the Caja de Seguro Social
Panama is not on the treaty country list, so your Dutch basic insurance stops when you leave and no CAK contribution takes its place.
