SKTT and NPWP in Indonesia: your ITAS is not your registration

With your ITAS you may live in Indonesia, but that does not register you yet. Within fourteen days of issue you report to the civil registry, Dukcapil, for the SKTT, the proof of your home address. Whoever becomes a tax resident also needs an NPWP, the tax number. On Bali Dukcapil also asks for papers from the banjar and the police.

No, your ITAS does not register you in Indonesia yet. The ITAS is your residence permit from the immigration service; your registration at an address runs through another counter, the civil registry Dukcapil, and is called the SKTT, Surat Keterangan Tempat Tinggal. The deadline is short: within fourteen days of your ITAS being issued you report. The find is on Bali: there Dukcapil asks not only for your passport and your ITAS, but also for a letter from the head of your neighbourhood and a reporting certificate from the police. And whoever becomes a tax resident also needs a tax number, the NPWP.

Dukcapil's directorate explains the distinction itself: a foreigner with a KITAP, the permanent permit, receives a family card and an electronic identity card. Whoever has a KITAS receives only the SKTT. According to Dukcapil those documents are the basis for other public services, such as the bank and healthcare.

What do you need for the SKTT?

The basic package is the same everywhere: a copy of your passport and your ITAS, and the completed registration form. The SKTT is valid as long as your ITAS is valid. If you live with someone, or rent a house or room, Dukcapil asks for a statement from the owner that they have no objection.

On Bali the Badung regency, for example, asks for more:

  • your passport, legalised by the consulate;
  • a letter from the head of your neighbourhood, the Kepala Lingkungan or Kelihan;
  • a reporting certificate from the police, the STM (Surat Tanda Melapor);
  • the family card of your sponsor for your home address in Badung;
  • for an extension, your old SKTT;
  • and forms F-1.08 and F-1.62, with F-1.09 if someone arranges it for you.

The service is free of charge. You collect the SKTT at the Dukcapil office once it has been printed.

Fourteen days pass quickly when three counters wait for each other. For the SKTT on Bali you first need the letter from your neighbourhood head and the police reporting certificate, and you only get those with an address. So arrange your home address before you arrive, or in your first days, and don't go travelling first.

When do you need an NPWP?

According to the Indonesian tax authority a foreigner is a resident taxpayer if they are in Indonesia for more than 183 days within twelve months, not necessarily consecutively, or are in Indonesia in a tax year with the intention of living there. According to the tax authority you show that intention with, among other things, a KITAP, an ITAS, a limited stay visa of more than 183 days, an employment contract of more than 183 days, or a rental contract.

A resident taxpayer becomes liable to tax as soon as their income, from Indonesia or elsewhere, exceeds the tax-free allowance. Then you need an NPWP. Filing is online: with your KITAS and your NPWP you request an EFIN at the tax office, with which you log in to DJP Online. The annual return for 2024 had to be in by 31 March 2025 at the latest.

What if you move or extend?

If you move within Indonesia, you report to Dukcapil of your new municipality; if you extend your ITAS, you also extend the SKTT, bringing the old one.
